120. RESOLUTION NO. 2004-~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS ESTABLISHING A BLUE RIBBON BOND COMMITTEE; AND DECLARING AN EFFECTIVE DATE RECITALS: 1. The City Council wishes to establish a temporary committee to prioritize and group the community's public facility, transportation infrastructure and public safety needs so that they may be placed as propositions for the citizens to consider in a May 2005 election for which general obligation bonds will be issued and repaid through ad valorem taxes. 2. The City Council desires the committee to consist of a broad representation of citizens from all areas of the community. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: PART 1. Creation and Term of Blue Ribbon Bond Committee. A. A temporary Blue Ribbon Bond Committee is formed. The Committee will be composed of 14 members appointed by the City Council, with two members being nominated by each Council Member. Committee members must be residents of the City. B. The Committee shall use its best efforts to issue a final report to the City Council by November 30, 2004. Upon issuance of the final report, the work of the Committee will be completed and the terms of the Committee members will be concluded. PART 2. Role of the Committee. A. The Committee will have as its purpose the prioritization of the needs of the San Marcos community with respect to capital improvement projects funded by the issuance of general obligation bonds to be repaid through ad valorem taxes. B. The Committee is directed to focus on the Parks and Public Buildings, Public Safety, and Street Improvement capital improvement projects listed on the attached spreadsheet under the column title "Blue Ribbon Bond Committee". PART 3. This resolution is in effect immediately from and after its adoption.
