<br />120. <br /> <br />RESOLUTION NO. 2004-~ <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SAN MARCOS, TEXAS ESTABLISHING A BLUE <br />RIBBON BOND COMMITTEE; AND DECLARING AN <br />EFFECTIVE DATE <br /> <br />RECITALS: <br /> <br />1. The City Council wishes to establish a temporary committee to prioritize and group <br />the community's public facility, transportation infrastructure and public safety needs so that they <br />may be placed as propositions for the citizens to consider in a May 2005 election for which <br />general obligation bonds will be issued and repaid through ad valorem taxes. <br /> <br />2. The City Council desires the committee to consist of a broad representation of citizens <br />from all areas of the community. <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />PART 1. Creation and Term of Blue Ribbon Bond Committee. <br /> <br />A. A temporary Blue Ribbon Bond Committee is formed. The Committee will be <br />composed of 14 members appointed by the City Council, with two members being nominated by <br />each Council Member. Committee members must be residents of the City. <br /> <br />B. The Committee shall use its best efforts to issue a final report to the City Council by <br />November 30, 2004. Upon issuance of the final report, the work of the Committee will be <br />completed and the terms of the Committee members will be concluded. <br /> <br />PART 2. Role of the Committee. <br /> <br />A. The Committee will have as its purpose the prioritization of the needs of the San <br />Marcos community with respect to capital improvement projects funded by the issuance of <br />general obligation bonds to be repaid through ad valorem taxes. <br /> <br />B. The Committee is directed to focus on the Parks and Public Buildings, Public Safety, <br />and Street Improvement capital improvement projects listed on the attached spreadsheet under <br />the column title "Blue Ribbon Bond Committee". <br /> <br />PART 3. This resolution is in effect immediately from and after its adoption. <br />
