ORDINANCE NO. 2010 - 34 <br />• AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING CHAPTER 2, ADMINISTRATION, <br />ARTICLE 3, BOARDS, COMMITTEES AND COMMISSIONS, <br />DIVISON 3, OF THE SAN MARCOS CITY CODE TO PROVIDE FOR <br />THE ESTABLISHMENT OF A NEIGHBORHOOD COMMISSION; <br />ESTABLISH RULES AND REGULATIONS; AND ESTABLISH <br />ACTIVITIES AND DUTIES BY ADDING NEW SECTIONS 2.111, <br />2.112, 2.113; INCLUDING PROCEDURAL PROVISIONS; AND, <br />ESTABLISHING AN EFFECTIVE DATE. <br />RECITALS: <br />1. In a regular meeting dated June 1, 2010, the City Council directed the staff to develop <br />a Neighborhood Commission concept plan which includes the creation of Neighborhood <br />Commission comprised of thirteen (13) members to serve as an advisory body to the City <br />Council, other Commissions and staff to seek solutions to common problems and issues. <br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS: <br />• SECTION 1. Chapter 2, Administration, Article 3, Boards, Committees and Commissions, <br />Division 3, of the San Marcos City Code is hereby amended as follows: (deletions are shown <br />with stfikethfeug , additions are underlined <br />"Division 3 — NEIGHBORHOOD COMMISSION <br />• <br />"Section 2.111. Established; composition, appointment of members. <br />(a) There is hereby established the Neighborhood Commission. The commission is <br />composed of thirteen (13 ) voting members appointed by the City Council. Seven (7) members <br />will be citizens who reside in Sectors 1, 2, 3, 4, 7, 8, and 9 as established in San Marcos by the <br />Horizons Master Plan. The City Council will consider recommendations from sector residents <br />and organizations such as homeowners associations or the Council of Neighborhood <br />Associations (CONA). At least one (1) member of the Neighborhood Commission shall be a <br />member nominated by CONA. Two (2) members will be citizens who reside in Sector 5 as <br />established in San Marcos by the Horizons Master Plan. Two (2) members will be citizens who <br />reside in Sector 6 as established in San Marcos by the Horizons Master Plan. The additional two <br />(2) members shall be representatives nominated by the Texas State University Associated <br />Student Government and a representative nominated by the Texas State University Division of <br />Student Affairs. <br />Summary Chart <br />
