0 RESOLUTION NO. 2008- 138R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS ADPOTING A LEGISLATIVE <br />ACTION PROGRAM FOR THE 2009 REGULAR SESSION OF <br />THE TEXAS LEGISLATURE; AND DECLARING AN <br />EFFECTIVE DATE. <br />RECITALS: <br />1. The City Council recognizes the importance to protect water resources for the City of San <br />Marcos <br />2. The City Council wishes to express the City's renewed support and continued <br />participation to protect water resources. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: <br />Part 1. The City Council of the City of San Marcos, Texas strongly supports legislative <br />action to encourage protection of spring flows and limitations on pumping in times of drought <br />and otherwise supporting measures to protect the Edwards Aquifer and spring flows. <br />• Part 2. The City Council of the City of San Marcos, Texas strongly supports legislative <br />action to continue to protect the cities' current Certificates of Convenience and Necessity <br />(CCNs), including those that extend beyond the city limits and the city's extraterritorial <br />jurisdiction, and protecting the cities current authority to apply for or exchange CCNs. <br />Part 3. The City Council of the City of San Marcos, Texas strongly supports legislative <br />action to provide new sources of funding for water infrastructure. <br />Part 4. The City Council of the City of San Marcos, Texas strongly supports legislative <br />action to create legal requirements and programs to provide funding for water conservation. <br />Part 5. The City Council of the City of San Marcos, Texas strongly supports legislative <br />action to protect the City's investment in water infrastructure for current and future use and to <br />protect the City's long range plans. <br />Part 6. The City Council of the City of San Marcos, Texas strongly opposes legislative <br />action to add new state fees on city water services. <br />Part 7. The City Council of the City of San Marcos, Texas strongly supports legislative <br />action to increase funding for repair, rehabilitation and enhancement of air and land <br />transportation. <br />0
