• RESOLUTION 2008-148R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, IN SUPPORT OF THE HAYS COUNTY <br />BOND ELECTION SEEKING AUTHORIZATION TO ISSUE <br />$207,110,000.00 OF HAYS COUNTY GENERAL OBLIGATION <br />BONDS FOR THE CONSTRUCTION AND IMPROVEMENT OF <br />COUNTY ROADS AND STATE HIGHWAYS INCLUDING FM <br />110 FROM McCARTY LANE TO SH 123; AND DECLARING AN <br />EFFECTIVE DATE. <br />WHEREAS, the City of San Marcos, Texas and Hays County, Texas entered into an Interlocal <br />Agreement (Agreement) for the completion of the McCarty Lane and FM 110 (San Marcos Loop) <br />Roadway Improvement Projects on April 29, 2008; and <br />WHEREAS, the Agreement provides that Hays County will submit a road bond proposition to <br />the voters on November 4, 2008 to seek authorization to issue bonds in an amount sufficient to pay for <br />completion of FM 110 from McCarty Lane to SH 123, with a cost estimate of $18,050,000; and <br />WHEREAS, in 2007, 17% of roadways in Hays County experienced significant congestion and <br />by 2030, estimates say it will increase to 30%. Consequences of increased traffic congestion include <br />• increased accidents, delays and impacts on commerce. <br />WHEREAS, the bond package will address critical transportation improvement priorities. It <br />includes projects to be funded through the Texas Department of Transportation (TxDoT) Pass-Through <br />financing program and County priority road projects. The TxDoT Pass-Through toll program will <br />reimburse the County for designing and constructing TxDoT roadways now. San Marcos has <br />committed to $7.6 million to support these pass-through finance projects. Hays County will be eligible <br />for a $133 million reimbursement through this program; and <br />WHEREAS, residents throughout Hays County would benefit from completion of the other <br />roadway improvements to be authorized in the Hays County Road Bond election which include <br />sections of IH 35, FM 1626, US HWY 290, portions of Old Bastrop Highway, SH 21, Dacy Lane, Post <br />Road, FM 967, Lakewood Drive, FM 150, RR 12, FM 2325, Lime Kiln Road, and RM/FM 1826 <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />PART 1. That the City of San Marcos, Texas supports the Hays County road bond <br />election and urges the voters of Hays County to cast their votes in favor of the road bond proposition at <br />the election to be held on November 4, 2008. <br />PART 2. That the City Clerk shall cause a copy of this Resolution to be submitted to the <br />Commissioner's Court of Hays County, Texas. <br />
