jurisdiction over any civil enforcement for violations of this ordinance. <br />(d) Except as otherwise prohibited by applicable laws the city may suspend • <br />or terminate the water service to a customer of the city water system that is in violation of <br />this division. <br />SECTION 2. The renumbering to allow for the proper sequential order of any <br />and all provisions of Chapter 86 of the San Marcos City Code affected by the addition of <br />the foregoing Division 5 is hereby authorized and directed. <br />SECTION 3. If any word, phrase, clause, sentence, or paragraph of this <br />ordinance is held to be unconstitutional or invalid by a court of competent jurisdiction, <br />the other provisions of this ordinance will continue in force if they can be given effect <br />without the invalid portion. <br />SECTION 4. All ordinances and resolutions or parts of ordinances or resolutions <br />in conflict with this ordinance are repealed. <br />SECTION 5.
