Call to Order and Announce a Quorum is Present <br />With a quorum present, the Special Meeting of the San Marcos City Council was called to order <br />by Mayor Susan Narvaiz at 5:06 p.m. on Monday, November 17, 2008 in the Council Chambers <br />of the City of San Marcos City Hall, 630 East Hopkins, San Marcos, Texas 78666. <br />3. Consider adoption of Ordinance 2008-53 on emergencv. canvassing returns and <br />declaring results of the General and Special Election, held on November 4, 2008, for the <br />purpose of electing a Mayor, a City Council Member, Place 3, a City Council Member, <br />Place 4, submitting propositions to the voters regarding City Charter amendments; <br />submitting a non-binding referendum concerning the hours of service for on-premise <br />consumption of alcohol; and declaring an emergency. <br />MOTION: Upon a motion made by Councilmember Guerrero and a second by Councilmember <br />• Couch, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance 2008- <br />53, on emergency, and amended to reflect the recount. The motion carried unanimously.
