4. Reconvene and Consider Action on Item Discussed During Executive Session. <br />The San Marcos City Council reconvened into regular session at 10:01 p.m. on Tuesday, <br />December 2, 2008. No action was required from Executive Session. <br />5. Invocation <br />Sunshine, with the Sonshine Ministries, provided the invocation. <br />6. Pledge of Allegiance <br />The assembly recited the Pledge of Allegiance. <br />7. Citizen Comments <br />Karen Cowen, 118 Chaparral, voiced her support of agenda item #22. She thanked the Animal <br />Shelter, the Director of the Health Department and the Animal Advisory Board for their time and <br />energy writing this ordinance. She began the Trap, Neuter, and Maintain program to round up <br />stray cats on campus. To date, she has fixed over 200 cats and less than half have been returned <br />to campus. Also, there have been no new kittens in the past two breeding cycles. The ordinance <br />brings San Marcos closer to becoming a no kill community, and is better reflective of San <br />Marcos and the citizens' attitude toward animals. She asked Council to continue their efforts to <br />make San Marcos a no kill community. <br />Dale Nave, 301 Rainbows End, WimberleY, spoke in support of agenda item #22 and the humane is <br />treatment of animals in the area. He is also involved in the Trap, Neuter and Maintain program. <br />He has managed to rescue more than 100 animals since February and takes them to the Humane <br />Society in Austin where neutering is done free. However, they are becoming more stringent <br />because they are becoming overwhelmed. It is an arduous procedure and keeps him from doing <br />a better job. He would like to see San Marcos have its own humane society or no kill center. <br />Ed Davis, 107 Chaparral, addressed agenda item #22. With over 65 years of life he has come to <br />understand how important life is to humans and animals alike. One is as important as the other. <br />How we treat and care for our pets and those less fortunate animals is a mirror image of us. He <br />respectfully asked Council to favorably consider item #22. Animals love their freedom as much <br />as we do. No innocent person or animal should be locked in a cage or kennel. Animals feel pain <br />as much as humans. We have a moral responsibility to put a stop to any cruelty to animals. <br />Animals love life as much as humans. He asked Council to consider those three things when <br />considering this ordinance. <br />Sunshine, San Marcos, stated that she was called to be a missionary and Chaplin to the City. She <br />thanked God and the Mayor and all who work together for city. She said we need to be <br />shepherds of the hill country and follow the two commandments to love God and to love his <br />creation. She stated we need to be a supernatural Texas, a city of Texas, and a light on the hill. <br />We should be an example and blessing inward and outward, just as the mayor is expanding <br />• <br />RM120208 Minutes Page 2
