5. Invocation • <br />Pastor Santiago Heredia, with the El Buen Pastor United Methodist Church, provided the <br />invocation. <br />6. Pledge of Allegiance <br />The Scheib Opportunity Center Choral Group led the assembly in the Pledge of Allegiance. <br />They then wished the assembly a Merry Christmas and Happy New Year in song. <br />7. Citizen Comments <br />Dale Nave, 301 Rainbows End, Wimberley, spoke in support of adoption of the Animal <br />Ordinance being considered tonight which includes the Trap- Neuter- Release program for feral <br />cats. This will make San Marcos a more humane place. We have domesticated these animals <br />and should still be responsible for their care. It is the mark of a civilized people. <br />8. Staff Reports <br />There were no staff reports. <br />9. City Council Reports <br />There were no City Council reports. <br />CONSENT AGENDA <br />10. Consider approval of minutes <br />A. December 2, 2008 Regular Meeting <br />11. Consider adoption on second and final reading of Ordinance 2008 -61, amending <br />Chapter 2, Article 3, Section 2.369 to revise the composition of the Economic Development <br />Board; including procedural provisions; and declaring an effective date. <br />12. Consider adoption of Resolution 2008 -168R. approving an agreement between the City <br />and HDR Engineering, Inc. in a fixed fee of $62.735.00 for the provision of professional <br />Preliminary engineering services and feasibility studies in connection with the River Road <br />Union Pacific Railroad Overpass Project and the Craddock Avenue Extension Bridge <br />Alternatives Study Project; authorizing the City Manager to execute this agreement on <br />behalf of the City and declaring an effective date. <br />13. Consider adoption of Resolution 2008 -169R, approving the terms and conditions of an <br />agreement between the City and Specialized Public Finance, Inc. (SPFI) for financial <br />advisory services; authorizing the City Manager to execute the agreement; and declaring <br />an effective date. <br />0 <br />
