Descrete, confidential and intricate <br />surveillance operations both moving or fixed are inpossible. <br />Burglary offenses, Alcohol violations and Narcotics problems have increase in accordance th <br />community growth. Competition between local taverns for the student dollar has resulted <br />an overwhelming alcohol abuse problem here. In 1981, the Department arrested approx. 320 <br />individuals for DWI. In 1982 the nunber had increased to 661. Remarkably, the overall number <br />of fatality accidents made corresponding increases. After hour bootlegging is of primary <br />concern. Burglary investigations have provided many opportunities for surveillance <br />operations, The burglary suspect most often apprehended in San Marcos is not the professional <br />burglar. It is the juvenile or young adult involved primarily in business burglaries. The <br />apprehensios rarely result fromsurveillance activities. Other Law Enforcement agencies have bee <br />able to conduct sophisticated narcotics investigation within San Marcos and have been quite <br />successful. There ability to operate secretly and confidentially is the key to their success. <br />The overall increases in criminal activity here have taxed the services of the department. <br />The need for some alternative to the current radio communications system is paramount. <br />The inability of the departments Criminal Investigation personnel to conduct secret investigati <br />has reduced there efficiency and rewards substantially. <br />
