<br />Alternative 4 considers the construction <br />of an ATCT on the west side of Runway <br />4-22. This location would provide good <br />controller view of all movement areas. <br />The ARFF station proposed in this <br />alternative is adjacent and north of the <br />existing airport entrance road. <br /> <br />AIRPORT DEVELOPMENT <br />ALTERNATIVE SUMMARY <br /> <br />Each of the four proposed alternatives <br />outlined in the previous section <br />provides positive and negative <br />attributes. In some cases, pieces of one <br />alternative can be readily exchanged <br />with another, yielding yet another <br />option. Thus, the analysis provided by <br />no means is an exhaustive list of <br />developmental options, but they do <br />provide adequate information for the <br />formation of a recommended concept. <br />Table 4A presents a summary of <br />proposed alternatives and compared <br />and contrasts the positive attributes of <br />each alternative. <br /> <br />SUMMARY <br /> <br />The process utilized in assessing the <br />airside and landside development <br /> <br />4-20 <br /> <br />alternatives involved a detailed <br />analysis of short and long term require- <br />ments as well as future growth <br />potential. Current airport design <br />standards were considered at each stage <br />of development. <br /> <br />Upon review of this report by the <br />Planning Advisory Committee, the <br />public, and city officials a final Master <br />Plan concept can be formed. The <br />resultant plan will represent an airs ide <br />facility that fulfills safety and design <br />standards and a landside complex that <br />can be developed as demand dictates. <br /> <br />The proposed development plan for the <br />airport must represent a means by <br />which the airport can grow in a <br />balanced manner, both on the airs ide as <br />well as the landside, to accommodate <br />forecast demand. In addition, it must <br />provide (as all good development plans <br />should) for flexibility in the plan to <br />meet activity growth beyond the long <br />term planning period. <br /> <br />The remammg chapters will be <br />dedicated to refining the basic concept <br />into a final plan with recommendations <br />to ensure proper implementation and <br />timing for a demand-based program. <br />
