<br />parallel and connecting taxiways, <br />transient apron areas, and aircraft <br />maintenance areas have all been <br />designed to accommodate aircraft <br />within airplane design group (ADG) II <br />wherever appropriate. <br /> <br />AIRFIELD <br /> <br />The recommended concept, shown in <br />Exhibit 5A, includes an extension of <br />runways 12-30 and 17-35. Runway 12- <br />30, the airport's current primary <br />runway will need to be extended to <br />meet the requirements of aircraft baseGl <br />at the airport and those aircraft that <br />are beginning to use the airport on a <br />regular basis. To fully meet the needs <br />of general aviation aircraft, the runway <br />should be extended to 6,400 feet. This <br />800-foot extension would be the <br />maximum amount allowable without <br />requiring significant residential <br />acquisition to the southeast. <br /> <br />Ultimately, Runway 17 -35 is planned to <br />be reconstructed and extended to <br />become the airport's primary runway. <br />The planned extension will be split <br />between the both ends ofthe runway for <br />a new total length of 7,000 feet. This <br />runway length provides the best wind <br />coverage, and will have greater total <br />length. It should be noted that TxDOT <br />will require specific justification for the <br />extension before funding is provided. <br />This length will ensure that the airport <br />will be capable of accommodating all <br />projected aircraft activity most of the <br />year. During extreme hot conditions, <br />some aircraft may need to leave with <br />less fuel or payload, however, 7,000 feet <br />should not be a limiting factor in any <br />aircraft owner's decision to base or <br /> <br />operate at San Marcos Municipal <br />Airport. <br /> <br />These new lengths will better serve the <br />airport during hot days and for heavy <br />aircraft loads. There are aircraft that <br />currently operate at the airport that are <br />restricted by the current runway <br />lengths; in particular, the Gulfstream <br />IV previously identified as a future <br />critical aircraft. <br /> <br />By maintaining a second runway at <br />least 80 percent of that provided by the <br />primary runway, the airport will <br />continue to handle the majority of <br />traffic even in times while the primary <br />runway is closed due to routine <br />maintenance, or emergencies. In <br />addition, the additional length will <br />allow the airport to operate in a two <br />runway configuration boosting the <br />overall capacity of the field. <br /> <br />Both runway extensions will result in <br />the runway protection zones (RPZs) <br />extending beyond existing airport <br />property. This will require the city to <br />obtain property rights, either in the <br />form of an aviation easement or in fee. <br />The FAA and TxDOT would prefer fee <br />simple acquisition of properties in the <br />RPZ, but avigation easements are <br />acceptable. Avigation easements give <br />the City the rights of certain airspace <br />over a given property. The height is <br />determined in such a manner tha t <br />approach and departures will not be <br />obstructed by the erection of any <br />structure. <br /> <br />The master plan concept calls for the fee <br />simple acquisition of approximately 75 <br />acres on the south end of Runway 17- <br />35.
