<br />development of two new general <br />aviation areas, one on the northwest <br />side of the airport, and one on the north <br />side between Runways 17-35 and 12-30. <br />As discussed earlier, the development of <br />this area requires the closing of Runway <br />4-22. The area shown on the plan <br />provides room for approximately 200 T- <br />Hangars, numerous executive hangars, <br />and several FBOs. <br /> <br />To support these new general aviation <br />areas access from Airport Highway <br />would need to be upgraded. In addition, <br />several roadways and parking facilities <br />will be necessary to provide access to <br />the businesses and private hangars. <br /> <br />The recommended concept indicates the <br />development of the northwest area to be <br />developed first. This area would <br />provide for up to three new FBO or <br />other special business, a large number <br />of T-Hangars, and executive hangars. <br />These facilities would be provided with <br />adequate apron area and taxiway <br />access. <br /> <br />A second, much larger general aviation <br />area is also included in the <br />recommended plan to be located on the <br />north side of the airport. This <br />development focuses primarily on <br />providing parcels of land for the <br />development of private conventional <br />and executive hangars. There is also <br />room for several FBOs with a large <br />ramp area. This facility will be well <br />positioned to take advantage ofthe shift <br />to Runway 17-35 as the primary <br />runway for San Marcos. <br /> <br />While much ofthe development planned <br />for the airport will be taking place on <br />the north side of the airport, there are <br /> <br />several areas on the south side for <br />development. On the southeast side <br />several parcels ofland will be developed <br />for executive hangars. The apron <br />immediately in front of these hangars is <br />slated for some major rehabilitation! <br />replacement to ensure its usability for <br />many years to come. <br /> <br />Two ARFF sites have been considered <br />for development, one adjacent to the <br />existing terminal building and one in <br />the planned development on the <br />northwest side of the airport. This <br />facility will be required for Part 139 <br />compliance. The final improvement <br />planned for this area is the construction <br />of a new Air Traffic Control Tower <br />(ATCT). This improvement is a safety <br />and efficiency upgrade recommended at <br />larger airports such as San Marcos. <br /> <br />COMPATIBLE <br />LAND USE PLANNING <br /> <br />Currently, most land use surrounding <br />the airport is compatible land uses as <br />agricultural and industriaVinsti tutional <br />uses. There are pockets of low density <br />residential areas to the west and north <br />and a small residential community <br />southeast of Runway 12-30. <br /> <br />A prime concern is the lack of <br />developmental authority over lands <br />adjacent the airport. Most areas near <br />the airport are within Hays or Caldwell <br />Counties, and outside the City of San <br />Marcos corporate limits. Earlier <br />discussion provided benefits and "costs" <br />associated with ways for the City to <br />incorporate areas near the airport <br />specifically to provide some method of <br /> <br />5-6 <br />
