Call to Order and Announce a Quorum is Present <br />With a quorum present, the workshop of the San Marcos City Council was called to order by <br />Mayor Susan Narvaiz at 6:00 p.m. on Thursday, August 5, 2009 in the Council Chambers of the <br />City of San Marcos City Hall, 630 East Hopkins, San Marcos, Texas 78666. <br />3. Discussion on the prop osed Fiscal Year 2010 -2011 Budget and provide direction to staff. <br />Laurie Moyer, Interim City Manager, presented the proposed FY 2010 -2011 Budget. She <br />reported that the budget is balanced and focuses on the Council's vision and goals. Key issues <br />requiring Council direction include: <br />• Compensation: Merit component for non -civil service ($150,000); an across the board <br />increase focused on job families under market ($49,518); and a commitment to Phase 2 <br />implementation <br />• revenue Enhancements: Cemetery Operations; Development Services Fee Analysis; <br />and Community Services Fee Analysis; River Tube Maintenance Fee <br />
