14. Consider approval of Chance in Services Authorization No. 4 with Eka Systems, Inc for the Advanced Metering Infrastructure Proiect in an amount not to exceed $192,140.62. • MOTION: Upon a motion made by Councilmember Bose and a second by Councilmember Couch, the City Council voted five (5) for and none (0) opposed, with Councilmember Jones absent from the dais, to approve the Consent Agenda, less item 14, which was postponed indefinitely. The motion carried unanimously. END OF CONSENT AGENDA 15. Consider appointments to the following Boards and Commissions: A. Airport Commission B. Beautification Commission Richard Skiles and Shaune Maycock were nominated to the Airport Commission; however, the vote was 3 - 3, and four affirmative votes are required. It was suggested that this appointment come back to Council when there is a full quorum. Steve Blank was appointed to the Beautification Commission. 16. Consider adoption of Ordinance 2009-6 on emergency, amending Section 2.042 of the City Code to change the order of business for regular city council meetings; including procedural provisions; and declaring an ememencv. • MOTION: Upon a motion made by Councilmember Couch and a second by Councilmember Bose, the City Council voted five (5) for and none (0) opposed, with Councilmember Jones absent from the dais, to table Ordinance 2009-6 until the February 3 meeting.
