(2) Any person whose pet has been impounded for abuse or neglect or has been <br />• impounded more than two times for running at large will be required to attend the <br />Animal Service's responsible owner program before the animal is returned. Completion <br />of the Responsible Ownership Program may be used as a requirement to have a citation <br />for violation of this chapter dismissed by deferred adjudication. <br />(3) If an animal that requires a permit or registration is impounded by the Animal <br />Control Officer for violating this chqpter and the owner cannot prove that he is in <br />possession of all required permit(s) or registration(s). the owner must meet all <br />requirements of the required permit(s) or registration(s) and must purchase said permit(s) <br />or registration(s) before the animal may be released from the Animal Services Facility. <br />4) If an animal that requires a rabies vaccination is impounded by the Animal Control <br />Officer for violating this chapter and the owner cannot prove that the animal has a current <br />rabies vaccination a citation for failing to vaccinate will be issued. The owner shall then <br />have five (5) days to provide proof of obtaining a current rabies vaccination to the <br />Animal Control Officer or else he shall be cited aaain for violation of this Ordinance. <br />Each subsequent day that passes after the five (5) day period shall be considered a <br />separate offense For the purposes of this section. a rabies tag alone is not sufficient proof of an animal's current rabies vaccination. <br />(5) If an animal is impounded by an Animal Control Officer for violating this chapter <br />and the owner cannot prove that the animal has been previously microchiMed, the owner <br />• must purchase a microchip before the animal may be released from the Animal Services <br />Facility. The identification number provided by the microchip, shall be maintained on file <br />at the Animal Services Center or with a nationallv recoanized registry. for future <br />identification purposes. <br />(6) If an animal is impounded for running at large. for a second time, the owner must <br />have the animal neutered as a further requirement for return. The procedures for returning <br />and neutering such animal will be the same as those set forth in Section 6.031 for <br />adoption of an animal. <br />(7) An owner whose animal is impounded for running at large shall remain liable for all <br />fees whether the owner claims the animal or chooses to abandon the animal at the shelter. <br />Section 6.031. Disposition of Animals. <br />(a) The Animal Services Manager may dispose of impounded animals after the expiration of any <br />required impoundment period by any of the following methods: <br />(1) Adoption: <br />a The Animal Service Manager, or designee, shall be authorized to place for <br />• adoption dogs or cats impounded by the City under the following conditions: <br />(i) The Animal Services Manager, or designee. shall determine whether a <br />dog or cat is healthy enough for adoption and if its health and age are
