(d) It shall be a violation of this ordinance for any person to knowingly falsify proof of eligibility <br />for or participate in any program under this chapter, or to furnish any licensed veterinarian with <br />inaccurate information concerning the ownership of an animal submitted for a sterilization <br />procedure or to furnish an Animal Control Officer with false information concerning an animal <br />sterilization fee schedule or an animal sterilization certificate submitted pursuant to this section, <br />or to otherwise violate any provision of this section. <br />(e) The Animal Services Manager, with the approval of the Public Health Director, shall adopt <br />rules relative to the format and content of all forms required under this chapter, proof of <br />eligibility administration of the program. and any other matter necessary for the administration <br />of this program. <br />Section 6.049. Veterinarian Participation. <br />(a) Any veterinarian licensed in this state may participate in the Animal Assistance Program or <br />any other programs established under this chapter or by Animal Services. Only chemical or <br />surgical procedures approved by the American Veterinary Medical Association may he <br />employed for sterilization. <br />Veterinarians who choose to participate in any program shall sterilize. provide an anti-rabies <br />vaccination and microchip each animal. The city shall reimburse participating veterinarians, to <br />the extent funds are available for each rabies vaccination and animal sterilization procedure <br />0-performed and will waive the fee for the microchip registration. To receive this reimbursement, <br />the veterinarian shall submit an animal sterilization certificate which shall be signed by the <br />veterinarian and the owner of the animal and anv other documentation deemed necessary by the <br />Animal Services Manager in accordance with this chapter. <br />Sections 6.050-6.059 Reserved <br />ARTICLE IV. ANIMAL ESTABLISHMENTS <br />Section 6.060. Standards for Animal Establishments. <br />All animal establishments within the city shall be constructed and operate in conformance to the <br />General Design Standards Specifications and Operating Procedures for Animal Establishments <br />promulgated by the City of San Marcos Department of Environmental Health, which rules are <br />adopted hereby and made apart of this chapter by reference. A copy of such rules shall be placed <br />on file with the city secretary and a copy shall be maintained by the city health department, <br />which copies shall be made available for inspection by members of the public during the normal <br />business hours of the offices in which they are maintained. In the event of a conflict between <br />such rules and an ordinance of the City of San Marcos or state law then the ordinance or state <br />law shall prevail over the rules. <br />• Section 6.061. Animal Exhibitions.
