• RESOLUTION 2009-24R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS ESTABLISHING AND PROVIDING FOR THE <br />ADMINISTRATION OF A PROGRAM UNDER CHAPTER 380 OF THE <br />TEXAS LOCAL GOVERNMENT CODE PROVIDING INCENTIVES TO <br />QUALIFIED TEXAS STATE UNIVERSITY-SAN MARCOS <br />PROFESSORS TO RESIDE IN THE CITY IN ORDER TO PROMOTE <br />LOCAL ECONOMIC DEVELOPMENT AND TO STIMULATE <br />BUSINESS AND COMMERCIAL ACTIVITY IN THE CITY; <br />AUTHORIZING FUNDING FOR SUCH PROGRAM IN AN AMOUNT <br />NOT TO EXCEED $50,000.00; AUTHORIZING THE CITY MANAGER <br />TO IMPLEMENT THE PROGRAM ON BEHALF OF THE CITY; <br />APPROVING AN AGREEMENT BETWEEN THE CITY OF SAN <br />MARCOS, TEXAS AND TEXAS STATE UNIVERSITY-SAN MARCOS <br />TO FACILITATE THE PROVISION OF THE INCENTIVES TO SUCH <br />QUALIFIED PROFESSORS; AUTHORIZING THE CITY MANAGER TO <br />EXECUTE THIS AGREEMENT ON BEHALF OF THE CITY; AND <br />DECLARING AN EFFECTIVE DATE. <br />RECITALS: <br />• 1. Texas State University-San Marcos is the largest employer in the City of San <br />Marcos and plays a major role in the economy of the City. <br />2. A significant percentage of Texas State University-San Marcos Professors <br />working in the City reside outside the City. <br />3. The City seeks to encourage more professors working in the City to also maintain <br />their primary residences in the City. <br />4. Increasing the number of professors who both work and reside in the City will <br />promote local economic development and stimulate business and commercial activity in the City <br />by, among other things: <br />a) generating spending at local businesses and attractions and spurring other <br />employment opportunities related to the provision of goods and services to such <br />residents; <br />b) fostering residential development and enhancing the collection of ad <br />valorem taxes associated therewith; <br />C) raising enrollment in and adding to the diversity and quality of schools in <br />• the City which, in turn will help to attract employers to the City; and
