2. Rob Roark, 1804A Hunter Road, San Marcos, Texas 78666, spoke on <br />Transparency Open Government Meeting that was held at the San Marcos Library. He stated <br />after that informational meeting he would like to see San Marcos become more transparent by <br />providing copies of the Closed Session notes. <br />CONSENT AGENDA <br />9. Consider adoption on second and final reading of Ordinance 2010 -43, amending the San <br />Marcos Horizons City Master Plan by adopting the Institute of Transportation Engineers Context <br />Sensitive Solutions Manual as an appendix to the Transportation Master Plan, removing a portion <br />of Loop 110 from the Transportation Master Plan, and adding an extension of Leah Avenue from <br />Clovis Barker Road to McCarty Lane to the Transportation Master Plan; and including <br />procedural provisions. <br />11. Consider adoption on second and final reading of Ordinance 2010 -44, ordering a General and <br />Special election to be held on November 2, 2010 for the purpose of electing a Mayor, City Council <br />Member, Place 1, City Council Member, Place 2, and to fill a vacancy for the two year remainder <br />of the unexpired term of office of Council Member Place 6; submitting proposed amendments to <br />the City Charter and a proposition to lease City park property to the San Marcos Noon Lions <br />Club to the voters; establishing early voting locations and polling places for this election; making <br />provisions for conducting the election; and declaring an emergency. <br />12. Consider adoption of Resolution 2010 -117R, adopting a Legislative Action Program for the <br />2011 Regular Session of the Texas Legislature; and declaring an effective date. <br />13. Consider adoption of Resolution 2010 -118R, approving an Advance Funding Agreement for a <br />Voluntary Utility Relocation Contributions of State Highway Improvement Projects, with the <br />State of Texas acting through the Texas Department of Transportation for the relocation of an <br />existing waterline in association with the construction of a center turn lane on RM 12 from Pioneer <br />Farms to the San Marcos Baptist Academy; approving the City's estimated contribution of <br />$64,930.00 in local participation in the project, authorizing the Interim City Manager to execute <br />this agreement on behalf of the City; and declaring an effective date. <br />14. Consider adoption of Resolution 2010 -119R, approving Amendment No. 1 to the Local <br />Transportation Proiect Advance Funding Agreement for a surface Transportation Program - <br />Metropolitan Mobility Proiect (On System), with the State of Texas acting through the Texas <br />Department of Transportation for the construction of a southbound ramp onto I -35 at River <br />Ridge; approving an increase in the city's cost participation from $250,00.00 to $721,115.00; <br />authorizing the Interim City Manager to execute the Amendment No. 1 to the Advanced Funding <br />Agreement on behalf of the City; and declaring an effective date. <br />
