2. Rob Roark, 1804A Hunter Road, San Marcos, Texas 78666, spoke on Transparency Open Government Meeting that was held at the San Marcos Library. He stated after that informational meeting he would like to see San Marcos become more transparent by providing copies of the Closed Session notes. CONSENT AGENDA 9. Consider approval of minutes. A. Consider adoption on second and final reading of Ordinance 2010 -43, amending the San Marcos Horizons City Master Plan by adopting the Institute of Transportation Engineers Context Sensitive Solutions Manual as an appendix to the Transportation Master Plan, removing a portion of Loop 110 from the Transportation Master Plan, and adding an extension of Leah Avenue from Clovis Barker Road to McCarty Lane to the Transportation Master Plan; and including procedural provisions. 11. Consider adoption on second and final reading of Ordinance 2010 -44, ordering a General and Special election to be held on November 2, 2010 for the purpose of electing a Mayor, City Council Member, Place 1, City Council Member, Place 2, and to fill a vacancy for the two year remainder of the unexpired term of office of Council Member Place 6; submitting proposed amendments to the City Charter and a proposition to lease City park property to the San Marcos Noon Lions Club to the voters; establishing early voting locations and polling places for this election; making provisions for conducting the election; and declaring an emergency. 12. Consider adoption of Resolution 2010 -117R, adopting a Legislative Action Program for the 2011 Regular Session of the Texas Legislature; and declaring an effective date. 13. Consider adoption of Resolution 2010 -118R, approving an Advance Funding Agreement for a Voluntary Utility Relocation Contributions of State Highway Improvement Projects, with the State of Texas acting through the Texas Department of Transportation for the relocation of an existing waterline in association with the construction of a center turn lane on RM 12 from Pioneer Farms to the San Marcos Baptist Academy; approving the City's estimated contribution of $64,930.00 in local participation in the project, authorizing the Interim City Manager to execute this agreement on behalf of the City; and declaring an effective date. 14. Consider adoption of Resolution 2010 -119R, approving Amendment No. 1 to the Local Transportation Proiect Advance Funding Agreement for a surface Transportation Program - Metropolitan Mobility Proiect (On System), with the State of Texas acting through the Texas Department of Transportation for the construction of a southbound ramp onto I -35 at River Ridge; approving an increase in the city's cost participation from $250,00.00 to $721,115.00; authorizing the Interim City Manager to execute the Amendment No. 1 to the Advanced Funding Agreement on behalf of the City; and declaring an effective date.
