23. Consider authorizing publication of notice to the public of the offer of sale by sealed bid to the highest qualified bidder of the following three tracts of real property: a) 603 Centre Street (Northwest half of Lot 4, Block 7, DS Combs Addition) b) an approximately 3500 square foot lot on Herndon Street between Valley and Centre Streets (R24673 Part of Lot 1, Block 8, DS Combs Addition) and c) an approximately 4500 square foot lot on Shady Lane between Valley and Centre Streets (R87823 Part of Lot 8, Block 8, DS Combs Addition). 24. Consider approval of Change in Service No. 2 to the Streets and Drainage On -Call Contract for the continuation of design and on -going public meetings for Willow Springs Creek at Victory Gardens Flood Assessment project with Loomis Partners, Inc. in an amount not to exceed $110,000.00 and authorize the Interim City Manager to execute the Change in Service No. 2. Item(s) 11, 12, 14 and 16 were pulled from the Consent Agenda. MOTION: Upon a motion made by Councilmember Thomason and a second by Councilmember Terry, the City Council voted seven (7) for and none (0) opposed, to approve the Consent Agenda, less item(s) 11, 12, 14 and 16. The motion carried unanimously. (11)MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember Thomason, the City Council voted seven (7) for and none (0) opposed, to adopt Ordinance 2010 - 44 with amendments provided to the Council before the meeting. The motion carried unanimously. (12)MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember Thomason, to adopt Resolution 2010 -117R. MOTION TO AMEND: Upon a motion to amend to add Legislative Action making college more affordable, made by Councilmember Jones and a second by Councilmember Thomaides. Mr. Thomaides and Mr. Jones both withdrew their motions. MAIN MOTION: The City Council voted seven (7) for and none () opposed, to adopt Resolution 2010 -117R. The motion carried unanimously. (14)MOTION: Upon a motion made by Councilmember Thomaides and a second by Councilmember Terry, the City Council voted five (5) for and two (2) opposed, (Mr. Jones and Mr. Thomason voting against) to adopt Resolution I I9R. The motion carried unanimously. (16)MOTION: Upon a motion made by Councilmember Terry and a second by Councilmember Thomaides, the City Council voted seven (7) for and none (0) opposed, to adopt Resolution 121R.
