24 Public Hearing to receive comments for and against an amendment to Section 4.3.1.2 <br />of the City Land Development Code regarding the addition of Charitable Gaming <br />Facilities to the Land Use Matrix; and including a definition of Charitable Gaming <br />Facilities added to Chapter 8 of the City Land Development Code. <br />At approximately 8:03 p.m. Mayor Narvaiz opened the Public Hearing. <br />There being no comments, the Public Hearing was closed at 8:04 p.m. <br />25 Public Hearing to receive comments for and against adopting a budget in the sum of <br />$145,856,004 for the Fiscal Year beginning on October 1, 2010 and ending on <br />September 30, 2011; authorizing certain adjustments to the Budget with the approval <br />of the Interim City Manager; approving Fiscal Year 2010 -2011 Capital Improvements <br />Program Projects; including procedural provisions; and providing an effective date; <br />and consider ordinance on the first of two readings. <br />At approximately 8:04 p.m. Mayor Narvaiz opened the Public Hearing. <br />1. Sherri Boyett, San Marcos, representing San Marcos PALS. She requested City Council <br />to fully support PALS and the San Marcos Animal Shelter Projects. <br />There being no further comments, the Public Hearing was closed at 8:06 p.m. <br />MOTION: Upon a motion made by Councilmember Jones, and a second by Councilmember <br />Terry, the City Council voted six (6) for and one (1) opposed, Councilmember Thomason voting <br />against, to approve the ordinance in the amended amount of $145,946,004, on the first and two <br />readings, as previously captioned. The motion carried. <br />26 Public Hearing to receive comments for and against increasing the rates for Drainage <br />Utility Services; including procedural provisions; and consider ordinance on the first <br />of two readings. <br />At approximately 8:07 p.m. Mayor Narvaiz opened the Public Hearing. <br />There being no comments, the Public Hearing was closed at 8:08 p.m. <br />MOTION: Upon a motion made by Councilmember Porterfield and a second by <br />Councilmember Terry, the City Council voted seven (7) for and none (0) opposed, to approve <br />the ordinance on the first of two reading, as previously captioned. The motion carried <br />unanimously. <br />27 Public Hearing to receive comments for and against increasing the rates for Electric <br />Utility Services; including procedural provisions, and consider ordinance on the first <br />of two readings. <br />
