24 Public Hearing to receive comments for and against an amendment to Section 4.3.1.2 of the City Land Development Code regarding the addition of Charitable Gaming Facilities to the Land Use Matrix; and including a definition of Charitable Gaming Facilities added to Chapter 8 of the City Land Development Code. At approximately 8:03 p.m. Mayor Narvaiz opened the Public Hearing. There being no comments, the Public Hearing was closed at 8:04 p.m. 25 Public Hearing to receive comments for and against adopting a budget in the sum of $145,856,004 for the Fiscal Year beginning on October 1, 2010 and ending on September 30, 2011; authorizing certain adjustments to the Budget with the approval of the Interim City Manager; approving Fiscal Year 2010 -2011 Capital Improvements Program Projects; including procedural provisions; and providing an effective date; and consider ordinance on the first of two readings. At approximately 8:04 p.m. Mayor Narvaiz opened the Public Hearing. 1. Sherri Boyett, San Marcos, representing San Marcos PALS. She requested City Council to fully support PALS and the San Marcos Animal Shelter Projects. There being no further comments, the Public Hearing was closed at 8:06 p.m. MOTION: Upon a motion made by Councilmember Jones, and a second by Councilmember Terry, the City Council voted six (6) for and one (1) opposed, Councilmember Thomason voting against, to approve the ordinance in the amended amount of $145,946,004, on the first and two readings, as previously captioned. The motion carried. 26 Public Hearing to receive comments for and against increasing the rates for Drainage Utility Services; including procedural provisions; and consider ordinance on the first of two readings. At approximately 8:07 p.m. Mayor Narvaiz opened the Public Hearing. There being no comments, the Public Hearing was closed at 8:08 p.m. MOTION: Upon a motion made by Councilmember Porterfield and a second by Councilmember Terry, the City Council voted seven (7) for and none (0) opposed, to approve the ordinance on the first of two reading, as previously captioned. The motion carried unanimously. 27 Public Hearing to receive comments for and against increasing the rates for Electric Utility Services; including procedural provisions, and consider ordinance on the first of two readings.
