SECTION 3. During the suspension period, the City staff is directed to schedule a City Council workshop <br />on the proposed revisions to the City's current regulations on off-premise signs, and to follow up oll Council <br />direction regarding the revisions. <br /> <br /> SECTION 4. A. All applications for permits for off-premise signs that are filed with the City's Planning <br />and Development Services Departmeut before the effective date of Ordinance No. 2002-7 shall continue to be <br />processed by the City staff in accordance with the regulations and ordinances in effect prior to the period of permit <br />suspension. An application will not be deemed to be filed unless and until it has been determined by the Planning <br />and Development Department staff to contain or be accompanied by ali required application information, and ail <br />applicable fees have been paid. <br /> <br /> B. Ail off-premise sign erected during the suspension period as a purely ideological sign must comply with <br />all regulations for off-premise signs, and cannot thereafter be changed to advertise any commercial business, <br />product, service or event unless it is otherwise allowed at that location under applicable City ordinances. <br /> <br /> SECTION 5. If any word, phrase, clause, sentence, or paragraph of this ordinance is held to be <br />unconstitutional or invalid by a court of competent jurisdiction, the other provisions of this ordinance will continue <br />in force if they can be given effect without the invalid portion. <br /> <br /> SECTION 6. Ali ordinances and resolution or parts of ordinances or resolutions in conflict with this <br />ordinance are repealed to the extent and for the period of time needed to give this ordinance effect. <br /> <br /> SECTION 7. Any person violating any provision of this ordinance commits a misdemeanor and is subject <br />to the penalty provided in Section 1.015 of the San Marcos City Code upon conviction. <br /> <br /> SECTION 8. The importance of this Ordinance creates all emergency and an imperative public necessity, <br />and the provisions of the Chm~er requiriug that ordinances be presented at three separate meetings, and that <br />ordinances do not take effect until teu days after the date of final passage are suspended, and this Ordinance will <br />take effect upon publication of notice of its adoption in a newspaper of generaI cimulation within the City. <br /> <br />PASSED, APPROVED AND ADOPTED on <br /> <br />January 13, 2003. <br /> <br /> Robert B.
