Plan Development Process <br />This Master Plan for parks and open space was prepared by an independent consultant in <br />cooperation with the Community Services Department -Park and Recreation. The approach <br />follows guidelines identified in the TPWD Parks and Open Space Master Plan Guidelines, the <br />National Recreation and Park Association (NRPA) recommendations for park acreage, and <br />industry best practices. Major steps in the planning process included: <br />1. preparation of an inventory of existing facilities; <br />2. identification of city goals and objectives; <br />3. establishment of park standards; <br />4. community and stakeholder involvement; <br />5. development of an overall needs assessment; and <br />6. development of a prioritization and implementation strategy for identified needs. <br />Through interviews with elected officials, city personnel /boards, and key organizations <br />(stakeholders), the project team was able to develop a list of goals and objectives that establish <br />the framework by which this Plan will operate. The goals were derived from major policy issues <br />that were repeated through our various, individual discussions with stakeholders. The Vision is <br />the guiding principle for the long -term sustainability of the park system. <br />Vision <br />Create a unified parks and recreation system that serves the entire San Marcos community, <br />supports tourism efforts and remains a good steward to the River and surrounding <br />environment. <br />Goals <br />1. Funding —allocate adequate funding for the long -term benefit of the park system. <br />2. Maintenance —establish a set of department standards by which maintenance practices <br />adhere to. <br />3. Safety— maintain parks for the health, safety, and welfare of the public. <br />4. Programming —offer a variety of recreational and cultural City programs for public use. <br />63 <br />
