r <br />Plan Development Process <br />Input from the public and other stakeholders in the development of the City of San Marcos <br />Parks Master Plan was obtained through stakeholder interviews and questionnaires, park user - <br />intercept surveying, and community informational meetings. Existing and potential park users <br />responded that the highest priorities of the city parks system should be to: <br />1. provide trails and natural areas; <br />2. provide more park amenities and comfort items including restrooms, water <br />fountains, shade areas, and trash receptacles; <br />3. provide more recreational amenities, including basketball courts, swimming <br />pools, tennis courts, and nature trails. <br />4. improve /maintain the existing park facilities. <br />Local park experts and city staff were also asked to identify priorities for the parks system. The <br />highest priorities listed were to: <br />1. expand the existing park system through the acquisition of additional park lands <br />and natural areas; <br />2. revise /update the current Parkland Dedication ordinance to reflect changing <br />trends in San Marcos development /expansion; <br />3. develop the newly acquired city park facilities; <br />4. provide more efficient maintenance and security in existing park facilities. <br />5. develop comprehensive recreational and cultural arts activity programming <br />Standards and Needs <br />In its Park, Recreation, and Open Space Master Plan Guidelines (effective January 27, 2005), <br />TPWD suggests three methods for assessing needs for a locally prepared master plan: <br />(1) demand based, <br />(2) standard - based, and <br />(3) resource based. <br />Since a single approach would not adequately assess parks and natural areas needs for the City, <br />a combination of these three methods are used. <br />Parkland Dedication <br />As part of the development of this Parks and Recreation Master Plan, the City of San Marcos is <br />reviewing the current language in the Parkland Dedication Ordinance for possible revisions. <br />Information gathered through this process is being coordinated with the Development Services <br />— Planning Department. Ultimately, any revisions to the Parkland Dedication Ordinance will be <br />in conjunction with changes to the City Land Development Code (LDC) as developed by the <br />planning department, and not part of this document. <br />4 <br />
