Parks System Operation and Maintenance <br />Issues related to maintenance, security, and general cleanup of existing parks and facilities <br />were identified through the user surveys and community meetings. Since general park <br />maintenance is an ongoing expense for the City, it is beneficial to establish a standard of <br />operation to which park maintenance providers can adhere to. <br />The NRPA lists six maintenance modes for parks and open space that range from one (the most <br />intensive maintenance plan) to six (the least intensive). A definition for each mode is provided <br />below. <br />Mode I: State of the art maintenance applied to a high quality diverse landscape. Usually <br />associated with high traffic urban areas such as public squares, malls, governmental <br />grounds or visitation parks; <br />Mode II: High level maintenance associated with well - developed park areas with <br />reasonably high visitation; <br />Mode III: Moderate level maintenance associated with locations with moderate to low <br />levels of development, moderate to low levels of visitation, or agencies that due to <br />budget constraints cannot afford more intense maintenance; <br />Mode IV: Moderately low level, usually associated with a low rate of development, low <br />visitation, undeveloped areas, or remote parks; <br />Mode V: High visitation natural areas usually associated with large urban or regional <br />parks. Size and user frequency may dictate resident maintenance staff. Road, pathway <br />or trail systems relatively well developed. Other facilities at strategic locations such as <br />entries, trail heads, building complexes and parking lots; and <br />Mode VI: Minimum maintenance level associated with low visitation natural areas or <br />large urban parks that remain undeveloped. <br />Currently, San Marcos utilizes a Mode III -type maintenance program for the majority of the <br />parks system. In order to meet the future needs of a variety of park types and sizes, this plan <br />recommends employing multiple maintenance standards geared towards specific activities: <br />Athletic Fields Mode I <br />River Parks Mode II <br />Other Parks Mode III <br />(Regional and Neighborhood) <br />105 <br />
