Guadalupe - Blanco River Authority <br />Lower Guadalupe River Flood Study <br />December 1, 2010 <br />Background <br />Communities on the lower <br />Guadalupe River have suffered <br />from several floods over the <br />last 40 years. Perhaps most <br />significant was the 2002 flood <br />when the Canyon Dam <br />spillway operated for the first <br />time in its history. The Lower <br />Guadalupe has also had its <br />share of significant floods, <br />most recently in 1998 and <br />2004. Then, in June 2010, <br />New Braunfels was hit by over <br />12 inches of rain in a few <br />hours. These experiences have <br />led GBRA to consider a comprehensive look at flooding conditions in the lower river and <br />to commit $25,000 to retain Halff Associates to help develop the scope of work. <br />Lower Guadalupe River Flood Study <br />GBRA intends to work with the Corps of Engineers, <br />the Texas Water Development Board, and its river <br />communities to develop new flood information. The <br />Corps has a 50150 cost share program that is available <br />to communities, and the TWDB has issued notice of its <br />2011 Flood Protection Planning Grants. The successful <br />combination of these programs could provide 75% <br />funding, leaving a local 25% cost - share. <br />The lower basin communities of San Marcos, <br />Wimberley, New Braunfels, Seguin, and <br />Victoria are rapidly growing. Many areas of <br />the Guadalupe River below Canyon <br />Reservoir have never been studied, and <br />FEMA maps have outdated information. <br />The combination of repeated severe floods, <br />outdated flood information, and exploding <br />development requires action. <br />Leveraged <br />Funding <br />• federal 50% <br />• state 25% <br />• local 25% <br />1 CNM <br />- c«.a.. <br />® MALFF <br />'■ma HALFF <br />
