e. Redevelopment of highway overpasses on Interstate 35 at the <br />entryways of San Marcos (Posey Road and Yarrington Road) • <br />f. Northside Development Project at San Marcos Municipal Airport <br />g. Future funding assistance for the state mandated and federally <br />encouraged Edwards Aquifer Recovery Implementation Plan and the <br />Habitat Conservation Plan for endangered and threatened species that <br />live in the aquifer and associated rivers <br />5. Awareness of the significance of the location of San Marcos in Central Texas <br />with an estimated population in a 50 mile radius of 3.6 million people. <br />WHEREAS, the City Council furthermore wishes to express its concerns <br />regarding the following federal proposals: <br />6 Recently proposed rules by the Security and Exchange Commission intended <br />to implement the Dodd -Frank Act that would require volunteer municipally <br />appointed boards which have authority to issue tax - exempt bonds, such as the <br />Hays - Caldwell Public Utility Agency, to file extensive personal financial <br />disclosure information regarding board members with the SEC. <br />7 Federal proposals and unfunded mandates to implement national collective <br />bargaining requirements for municipalities. The City of San Marcos has <br />voluntarily entered into contracts with its police and fire associations pursuant <br />to a process set forth in state law. <br />8 Federal health care mandates that would increase the costs of self- funded <br />health insurance provided by the City of San Marcos for its employees by <br />20% <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF SAN MARCOS, TEXAS: <br />PART 1. The City Council approves the projects listed in items 1 -8 above <br />as the highest City priorities for communication to Federal agencies and the Texas <br />Congressional Delegation. <br />PART 2. The City Manager, Jim Nuse, is hereby authorized to <br />communicate these priorities and execute documents associated with these <br />projects for Congressional and Federal Agency consideration. <br />PART 3. This Resolution is in full force and effect from and after the date <br />of consideration. <br />C� <br />
