5. Pledg of Alle giance • <br />Julian Ybarra, a 4th grader from Maria Hernandez Elementary School, led the assembly in the Pledge <br />of Allegiance. <br />6. Citizen Comments <br />Luann Groves, who resides at 3330 Harris Hill Road, San Marcos, TX 78666, addressed the Council <br />regarding her concerns in relation to the constant and excessive noise coming from the Harris Hill <br />Raceway. Ms. Groves submitted a petition signed by 301 surrounding home owners. She <br />respectfully requested that the City of San Marcos act appropriately to address what they felt as a <br />nuisance noise issue, and act accordingly by following the nuisance noise Ordinances already <br />established by the City of San Marcos. <br />Dan West, who resides at 2012 Meadowview, San Marcos, TX 78666, provided an update on the <br />recent activities of the Veterans Affairs Advisory committee and asked that the Council revisit the <br />composition of the Veteran's Advisory Committee to be restricted to only honorably discharged <br />veterans who reside within the City limits and the extra territorial jurisdiction. <br />CONSENT AGENDA <br />7. Consider approval of January 4. 2011 Regular Meeting Minutes. <br />8. Consider adoption on second and final reading of Ordinance 2011 -03 amendin the • <br />Citv's 2010 -2011 Budget to authorize the expenditure of an amount not to exceed <br />$142.000 of Hotel Occupancv Tax Funds for the San Marcos Convention and Visitors' <br />Bureau to conduct a Marketing and Advertisin Prog ram to promote the San Marcos <br />Outlet Stores: and providing an effective date. <br />9. Consider adoption on second reading of Ordinance 2011 -04 amending section 86.198 of <br />the San Marcos Citv Code to exempt Habitat for Humanitv from the reauirement to nav <br />water and sewer service connection fees, electric power pole charges, and transformer <br />cost recovery fees for new homes constructed by that entity: including procedural <br />provisions: and declaring an effective date. <br />10. Consider adoption of Resolution 2011 -10R finding it necessary to provide for public <br />involvement under Section 106 of the National Historic Preservation Act in connection <br />with the stabilization and rehabilitation of the Cephas House, a historicallv significant <br />structure, located at 217 MLK Boulevard: authorizing Citv Staff to identify interested <br />stakeholders: authorizing Citv Staff to conduct such public meetings and hearings as may <br />be reauired under said act and to notifv interested stakeholders and the public of these <br />meeting and hearings: and declaring an effective date. <br />11. Consider adoption of Resolution 2011 -11R approving terms and conditions of a <br />reimbursement agreement between the Citv and BF Goodrich for the construction of a <br />fire pump: authorizing the Citv Manager to execute the agreement on behalf of the Citv: <br />
