She stated she also feels the Council should appoint a Beautification Commission and budget funds during the next budget. The Council agreed to hold a Workshop to discuss the Beautification Commission. Mr. O'Leary stated the Budget Policy Statement is posted on the City website. Mayor Narvaiz introduced for consideration a public hearing and adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING THE ISSUANCE AND SALE OF CITY OF SAN MARCOS, TEXAS, WATERWORKS AND WASTEWATER SYSTEM REVENUE REFUNDING BONDS, SERIES 2005; DELEGATING AUTHORITY TO SELECT OUTSTANDING OBLIGATIONS TO BE REFUNDED AND TO APPROVE FINAL TERMS OF THE BONDS; PROVIDING FOR THE SECURITY FOR AND PAYMENT OF THE BONDS; PRESCRIBING THE FORM OF THE BONDS; AWARDING THE SALE THEREOF; APPROVING AN OFFICIAL STATEMENT; CALLING CERTAIN OBLIGATIONS FOR REDEMPTIONi AND ENACTING OTHER PROVISIONS RELATING TO THE SUBJECT. Mayor Narvaiz opened the public hearing and asked if anyone wished to speak. No one did, so Mayor Narvaiz closed the public hearing. Mr. Mihalkanin moved for adoption of the Ordinance on emergency, and Mr. Guerrero seconded the motion. Mr. O'Leary stated First Southwest Company has advised Staff of the potential to save money on interest paYments by refinancing Water/Wastewater Utility Fund debt. He stated delegating the authority allows the refunding bonds to be sold at an appropriate time in the bond market. The Council then voted unanimously for adoption of the Ordinance on emergency.
