<br />6. <br />Regular Meeting <br /> <br />March 21, 2005 <br /> <br />Page 6 <br /> <br />she feels there is a need for a Workshop regarding a City Beautification <br />Plan. She stated she also feels the Council should appoint a <br />Beautification Commission and budget funds during the next budget. The <br />Council agreed to hold a Workshop to discuss the Beautification Commission. <br />Mr. O'Leary stated the Budget Policy Statement is posted on the City <br />website. <br /> <br />Mayor Narvaiz introduced for consideration a public hearing and adoption of <br />an Ordinance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AUTHORIZING THE ISSUANCE AND SALE OF CITY OF SAN MARCOS, TEXAS, <br />WATERWORKS AND WASTEWATER SYSTEM REVENUE REFUNDING BONDS, SERIES 2005; <br />DELEGATING AUTHORITY TO SELECT OUTSTANDING OBLIGATIONS TO BE REFUNDED <br />AND TO APPROVE FINAL TERMS OF THE BONDS; PROVIDING FOR THE SECURITY <br />FOR AND PAYMENT OF THE BONDS; PRESCRIBING THE FORM OF THE BONDS; <br />AWARDING THE SALE THEREOF; APPROVING AN OFFICIAL STATEMENT; CALLING <br />CERTAIN OBLIGATIONS FOR REDEMPTIONi AND ENACTING OTHER PROVISIONS <br />RELATING TO THE SUBJECT. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing. Mr. <br />Mihalkanin moved for adoption of the Ordinance on emergency, and Mr. <br />Guerrero seconded the motion. Mr. O'Leary stated First Southwest Company <br />has advised Staff of the potential to save money on interest paYments by <br />refinancing Water/Wastewater Utility Fund debt. He stated delegating the <br />authority allows the refunding bonds to be sold at an appropriate time in <br />the bond market. The Council then voted unanimously for adoption of the <br />Ordinance on emergency. <br /> <br />Mayor Narvaiz introduced for consideration a public hearing and adoption of <br />a Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY ZONING A 96.324 ACRE, <br />MORE OR LESS, TRACT OF LAND LOCATED IN THE 2600 - 3000 BLOCKS OF OLD <br />BASTROP ROAD (COUNTY ROAD 266) AS ~P" PUBLIC AND INSTITUTIONAL <br />DISTRICT; INCLUDING PROCEDURAL PROVISIONSi AND PROVIDING FOR <br />PENALTIES. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing.
