No one did, so Mayor Narvaiz closed the public hearing. Mr. <br />Thomaides moved for adoption of the Zoning Ordinance, and Mr. Guerrero <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Narvaiz introduced for consideration reconsideration of a Zoning <br />Ordinance. The Council did not wish to reconsider this Ordinance. The <br />caption reads as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 0.2289 ACRE <br />TRACT OF PROPERTY LOCATED AT 602 WEST HOPKINS STREET FROM "MF-4" <br />MULTI-FAMILY DISTRICT (HIGH DENSITY) TO "OP" OFFICE PROFESSIONAL <br />DISTRICT; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR <br />PENALTIES. <br /> <br />Mayor Narvaiz introduced a discussion regarding the design of future City <br />facilities. Mr. Mihalkanin stated all city government is faced with growth <br />issues, which rneans new buildings. He stated cities usually buy more land, <br />which adds expense to the cost of the building. He stated San Marcos City <br />buildings are relatively short in height for public buildings. He stated <br />he would like Staff to investigate City buildings being designed in such a <br />way to be aesthetically pleasing, but at the same time allow future growth <br />vertically rather than horizontally. He stated he feels this could <br />eliminate land costs and the loss of open space to growth. He stated some <br />universities and municipalities have a construction committee for a <br />specific building, which decides on the square footage and design of the <br />new building. He stated he was aware of a university who contacted other <br />universities and colleges throughout the United States who had built a <br />building similar to the one they were building. He stated the price was <br />less to construct multiple floors because all the blueprints, electrical <br />and plumbing were already done. He stated in the future he would like the <br />City to consider looking at other municipality building plans. Mr. <br />Guerrero stated in the future planning of City buildings Staff should <br />consider building upward instead of outward to save money and open space. <br />Mr. Diaz inquired whether the City has plans to add an additional floor to <br />the Municipal Court Building. Mr. O'Leary stated the City definitely has <br />some space issues to resolve. He also stated the Municipal Court Building <br />was designed to have a third floor, but if the City added an additional <br />floor the employees who work in the building would have to move out during <br />the construction. He stated there has been discussion of relocating the <br />Municipal Court to the Police Department, which would free up a lot of <br />space. He also stated currently there is no space for the Nuisance <br />Abatement employee. Mayor Narvaiz stated she feels the Council wants Staff <br />to collect comparative data, to consider building upward instead of outward <br />and to bring any plans to the Council for consideration. <br />
