<br />Regular Meeting <br /> <br />April 19, 2005 <br /> <br />69. <br />Page 5 <br /> <br />Community Development, stated Staff proposes to apply for $500,000.00, to <br />be used for homeowner's rehabilitation program. She stated this program <br />will specify to homeowners who have an annual income of 30% or less of the <br />area medium income. The funds requested will allow the City to reconstruct <br />up to tern homes as a grant to the homeowner. Mr. Bose inquired to where a <br />citizen can apply for housing funds. Ms. Costley stated citizens can apply <br />for housing funds through the City, the Housing Authority or Habitat for <br />Humanity. Mr. Bose stated he feels these three locations should be <br />consolidated to allow so citizens can apply for the proper loan or grant. <br />Mr. O'Leary stated some of these entities are Federal, State or private <br />funding organizations with their own requirements. The Council then voted <br />unanimously for the adoption of the Resolution. <br /> <br />Mayor Narvaiz introduced for consideration Item 18, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A CONTRACT WITH MUNICIPAL CODE CORPORATION FOR THE PURCHASE <br />OF MUNIAGENDA SOFTWARE AND SUPPORT SERVICES THROUGH THE TEXAS BUILDING <br />AND PROCUREMENT COMMISSION CISV PROGRAM; AUTHORIZING THE PURCHASING <br />MANAGER TO EXECUTE THE APPROPRIATE PURCHASING DOCUMENTS WITH THE STATE <br />AND THE VENDOR ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Taylor moved for adoption of the Resolution, and Mr. Guerrero seconded <br />the motion. Mr. Guerrero inquired to posting the Council Agendas on the <br />Website. Ms. Womack stated the MuniAGENDA will allow the entire Council <br />Agenda and contents of the Agenda to be posted on the website. Mr. <br />Guerrero inquired to the cost savings this software will provide. Ms. <br />Womack stated there will be an initial expense to purchase the program, but <br />once that is done then there will be a cost savings in paper and also in <br />time. The Council then voted unanimously for adoption of the Resolution. <br /> <br />Mayor Narvaiz introduced for consideration Item 19, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AWARDING A CONSTRUCTION CONTRACT TO LEM CONSTRUCTION COMPANY, INC. FOR <br />THE WASTEWATER TREATMENT PLANT MODIFICATIONS PROJECT; AUTHORIZING THE <br />CITY MANAGER TO EXECUTE THE CONTRACT DOCUMENTS ON BEHALF OF THE CITY; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Mihalkanin moved for adoption of the Resolution, and Mr. Guerrero <br />seconded the motion. Mr. Guerrero inquired to the letter date April 12, <br />2005, from CH2MHILL. Laurie Anderson, Director of Engineering, stated <br />CH2MHILL reviewed the two low bidders, check with out municipalities who <br />have used both bidders and then interviewed the bidders.
