<br />F. Relocation Plan <br />Administrator will, or will not provide relocation services. If Administrator will provide <br />relocation services, include Relocation Plan here: N/A <br /> <br />4. PARTICIPANT ELIGIBILITY <br /> <br />To be eligible for assistance all applicants must meet the following criteria: <br /> <br />A. Income: <br />i. The Administrator must ensure that the applicant's household is income qualified. Total <br />household gross income must be less than Sixty Percent (80%) of the area's median <br />income limit as published by HUD. All sources of income, assets and employment <br />must be documented in writing. The support documentation must be maintained in <br />each applicant's file. <br /> <br />ii. Administrator will utilize the most current HOME Program Policy and Procedures <br />Manual instructions and forms to income qualify applicants. <br /> <br />iii. The current income limits pUblished annually by the Department must be used to verify <br />income eligibility of each household served. If Administrator's contract with the Department contains more restrictive income <br />targeting, households must meet the stricter requirements. <br /> <br />B. Contracts serving persons with disabilities and/or special needs, as defined in the <br />Department's Consolidated plan, should list which populations are to be served here: <br />households with incomes at or below 30% of the median income for Hays County. <br /> <br />C. Forms of Ownership <br />i. An applicant must own the property and occupy the property as his or her principal <br />residence. The applicant is considered the owner if he or she: 1) possesses a fee <br />simple title to the property; 2) maintains a 99-year leasehold interest on the <br />property; or 3) possesses a recordable life estate title to the property. The <br />ownership interest may be subject only to the restrictions on resale required under <br />24 CFR 92.254 and mortgages, deeds of trust, or other liens or instruments <br />securing debt on the property and subject to the approval by the Department. <br />Restriction or encumbrance that impairs the good and marketable nature of the title <br />to the ownership interest in the property will not be allowed.
