Mr. O'Leary stated the Council <br />provided direction regarding two incentive agreementsr one on North IH-35 <br />and the other IH-35/McCarty Lane area. He stated the Council also gave <br />direction regarding a business prospect. <br /> <br />Mayor Narvaiz introduced the Pledge of Allegiancer which was lead by the <br />Cemetery Commission and Friends of the Cemetery. <br /> <br />Mayor Narvaiz introduced the 30-Minute Citizen Comment. 1) Annie Greenwood <br />provided the Council with a petition to withdraw from the Dunbar Historic <br />District. She stated the residents who signed this petition do not want <br />their property rights decided by committees or boards of individuals who <br />have no vested interest in their property. 2) Jo Ann Parsons provided <br />written comments regarding support of grandfathering Ralph Greenwoodrs <br />property. 3) Amy Kirwin stated she is on the Steering Committee for the <br />Skate Park. She provided the Council with the Master Plan design. She <br />stated the Skate Park will be constructed in phases. She stated currently <br />the proposed location for the Skate Park is at the corner of Charles Austin <br />and Hopkins. <br /> <br />Mayor Narvaiz introduced the Staff Report. 1) Mr. O'Leary stated the city- <br />wide Rezoning process will begin with mailing notices to property owners. <br />He stated this will allow for public input and for a chance for citizens to <br />get involved. 2} Mr. O'Leary stated the Land Development Code will be <br />reviewed at the next Planning and Zoning Commission meeting. He stated <br />after the Commission has made a recommendationr the proposed change will <br />then be agendized for the Council to review. 3) Mr. O'Leary stated Robert <br />Stluka will provide the Council with an update on Legislation efforts at the <br />next Regular Meeting scheduled on May 17r 2005. 4) Mr. OrLeary stated <br />CenturyTel is evaluating their network, due to the second telephone outage. <br />He stated the telephone outage, which occurred earlier todaYr was due to <br />construction at Cabela's. <br /> <br />Mayor Narvaiz introduced the City Council Reports. 1) Mr. Guerrero thanked <br />Stephanie Garcia for inviting him to speak to the Leadership San Marcos <br />graduates. 2) Mayor Narvaiz provided the Council with a copy of the letter <br />which was sent to San Marcos residents. She stated the letter was regarding <br />changing zoning categories to reflect the new Land Development Code. 3) <br />Mayor Narvaiz stated she and Mr. OrLeary served as judges for the San <br />Antonio Performing Arts Talent Show. She suggested the Summerfest Committe( <br />contact some of the performers. 4) Mayor Narvaiz stated she attended an <br />
