The Council adjourned into Executive Session at 6:01 p.m. Mayor Narvaiz announced the Council will reconvene at 7:00 p.m. Mayor Narvaiz introduced for consideration adoption or direction to Staff on matters discussed in Executive Session. Mr. O'Leary stated the Council provided direction regarding two incentive agreementsr one on North IH-35 and the other IH-35/McCarty Lane area. He stated the Council also gave direction regarding a business prospect. Mayor Narvaiz introduced the Pledge of Allegiancer which was lead by the Cemetery Commission and Friends of the Cemetery. Mayor Narvaiz introduced the 30-Minute Citizen Comment. 1) Annie Greenwood provided the Council with a petition to withdraw from the Dunbar Historic District. She stated the residents who signed this petition do not want their property rights decided by committees or boards of individuals who have no vested interest in their property. 2) Jo Ann Parsons provided written comments regarding support of grandfathering Ralph Greenwoodrs property. 3) Amy Kirwin stated she is on the Steering Committee for the Skate Park. She provided the Council with the Master Plan design. She stated the Skate Park will be constructed in phases. She stated currently the proposed location for the Skate Park is at the corner of Charles Austin and Hopkins. Mayor Narvaiz introduced the Staff Report. 1) Mr. O'Leary stated the city- wide Rezoning process will begin with mailing notices to property owners. He stated this will allow for public input and for a chance for citizens to get involved. 2} Mr. O'Leary stated the Land Development Code will be reviewed at the next Planning and Zoning Commission meeting. He stated after the Commission has made a recommendationr the proposed change will then be agendized for the Council to review. 3) Mr. O'Leary stated Robert Stluka will provide the Council with an update on Legislation efforts at the next Regular Meeting scheduled on May 17r 2005. 4) Mr. OrLeary stated CenturyTel is evaluating their network, due to the second telephone outage. He stated the telephone outage, which occurred earlier todaYr was due to construction at Cabela's. Mayor Narvaiz introduced the City Council Reports. 1) Mr. Guerrero thanked Stephanie Garcia for inviting him to speak to the Leadership San Marcos graduates. 2) Mayor Narvaiz provided the Council with a copy of the letter which was sent to San Marcos residents. She stated the letter was regarding changing zoning categories to reflect the new Land Development Code. 3) Mayor Narvaiz stated she and Mr. OrLeary served as judges for the San Antonio Performing Arts Talent Show.
