1.2.2 Secure title commitments and updates in accordance with insurance rules and <br />requirements for parcel payment submissions. <br />1.2.3 Secure title insurance for all parcels acquired, insuring acceptable title to the City and <br />ensure that written approval is provided by the C ity for any exception. The City will pay the cost <br />of the title insurance. <br />1.3 TASK 3 —RIGHT OF ENTRY AGREEMENTS <br />The Consultant will: <br />1.3.1 If requested by the City, secure written rights of entry from designated real property <br />owners for the purpose of gaining access for surveying, appraising, field inspection of easement <br />locations and other purposes as may be determined. <br />1.4 TASK 4— INITIAL APPRAISAL SERVICES <br />The Consultant will: <br />1.4.1 Select a City approved fee appraiser from the firms currently under contract with the <br />City. The Consultant will engage the fee appraiser at a reasonable cost. The City will review <br />and approve all costs prior to the execution of any such engagement. The Consultant will <br />coordinate with the appraiser regarding revisions, comments or additional information that may <br />be required by the City. The Consultant will engage a review appraiser at a reasonable cost to <br />review appraisal reports to determine consistency of values, supporting documentation related to <br />the conclusion reached and compliance with the Uniform Standards of Professional Appraisal <br />Practices. The city will review and approve e all costs prior to the execution of any such <br />engagement. <br />1.4.2 Upon request from the City, prepare and initiate pre - appraisal contacts, in person, with <br />real property owners /and or the designated real property representatives for each parcel. <br />1.4.3 Contact real property owners or their designated representative(s) to offer them the <br />opportunity to accompany the appraiser on the appraiser's inspection of the subject real property. <br />In addition, the Consultant will maintain record (s) of each contact in the parcel file for the <br />Project. <br />1.5 TASK 5— NEGOTIATION SERVICES <br />The Consultant will: <br />1.5.1 Contact and negotiate with each real property owner in an attempt to acquire the <br />necessary right -of -way and /or easement. On the first contact, the Consultant will provide real <br />property owners with the Texas Landowner's Bill of Rights. The Consultant will initially ask the <br />real property owners for a donation of the proposed right -of -way and /or easement. At the City's <br />discretion, the Consultant will tender a compensation amount to the real property owner for <br />LAN - Downtown Underground Electric Project <br />3 <br />
