Russ Harvey, Aspen Heights, stated that they are going for medium density, this is a down zoning. • <br />They built phase one and had no opposition. They have met with neighbors to address some of the <br />issues. <br />John Dillipino, Byrn and Associates, Aspen Heights, addressed the drainage issue and assured <br />Council that their drainage will not affect people downstream. It is not possible to keep drainage on <br />site. He stated that what they would do is not allow more than existing runoff to leave the site. They <br />will use detention ponds to make the situation better. <br />Larry Scheierman, 341 Briarwood, stated that his backyard is adjacent to this property and that he <br />had received a letter yesterday from Aspen that talked about some issues. He asked several <br />questions that he hoped the developer could answer. A city required watershed protection plan for <br />this development. It says it has been submitted to the city for review — what is it? You can't just <br />worry only about that one piece of property — the water runs off on all sides and goes all the way to <br />the frontage road. Water has come around both ways before. Have there been any engineers <br />working on the overall problem? Not just this property. What does the 25 ft buffer line starts? My <br />property or theirs? <br />There being no further comments, the Public Hearing was closed at 8:33 p.m. <br />MOTION: Upon a motion made by Council Member Thomason and a second by Council Member <br />Prather, MOTION TO TABLE: Upon a motion made by Council Member Porterfield and a second <br />by Council Member Scott, the City Council voted (6) for and (1) opposed, Council Member 40 Thomason, to table this item until the developer has had time to address the concerns of the <br />neighbors.
