<br />2 <br />Regular Meeting <br /> <br />June 7, 2005 <br /> <br />Page 2 <br /> <br />Mayor Narvaiz announced the Council would reconvene at 7:00 p.m. <br /> <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />provided direction for an economic development agreement in the RR12/ <br />Craddock area and in North IH 35 area. He stated the Council also directed <br />how to proceed regarding the Hispanic Chamber of Commerce. <br /> <br />Mayor Narvaiz introduced the Pledge of Allegiance, <br />Captain Robert Fiore and sons, Jonathan and Kent. <br />SMCISD High School graduate and an Eagle Scout. <br /> <br />which was lead by <br />Kent Fiore is a recent <br /> <br />Mayor Narvaiz introduced the 30-Minute Citizen Comment. 1) Sherri Bilson <br />encouraged the Council to place signage on Nevada Street. She stated there <br />are several children at play and speeding cars, which is a bad mixture. 2) <br />Jack Weatherford stated he wished to speak on Item #23, adoption of an <br />Ordinance. He encouraged the Council to rezone the 20 acres to Commercial <br />GC. He stated he feels the City needs a grocery store in this area. 3) <br />Camille Phillips stated she wished to speak on Item #9, Joint Public <br />Hearing with the Planning and Zoning Commission. She stated she hopes the <br />City wide rezoning will not change the Sector Plan. 4) Dr. Whalin stated <br />he wished to speak on Item #22, approval of appointment to the Arts <br />Resource Team. He stated the Arts Resource Task Force was established in <br />1997 and he feels there is a need to re-establish the Task Force. He <br />stated the Task Force is made up of three members from the University, <br />three from San Marcos CISD and three from the City. He encouraged the <br />Council to appoint three members so the Task Force can proceed with its <br />mission. <br /> <br />Mayor Narvaiz introduced the Staff Report. 1) Mr. O'Leary stated Staff was <br />given the approval to refinance bonds. He stated $17 million was <br />refinanced at a lower rate, which saves the City $880,000.00. <br /> <br />Mayor Narvaiz introduced the City Council Reports. 1) Mr. Diaz stated he <br />attended the ICSC Conference in Las Vegas, Nevada. He stated he feels the <br />City and Economic Development Council should continue to attend yearly. 2) <br />Mr. Guerrero thanked Jack Doughty for flying him over the City. He stated <br />he now has a better perspective of the City. 3) Mr. Mihalkanin thanked the <br />Economic Development Council for sending him to the ICSC Conference in Las <br />Vegas, Nevada. He stated this was a premiere convention for retailers in <br />the United States. He also stated he feels San Marcos needs to attend this <br />convention annually to establish a presence. 4) Mr. Thomaides thanked Mayor <br />Narvaiz for allowing him to stand in for her at the Troop's Welcoming Home <br />events. He also thanked Chuck Nash for the use of a convertible to drive <br />in the Troop's Welcoming Home parade procession. 5) Mr. Thomaides stated <br />he also read a Proclamation at the Special Olympics, which was very moving. <br />
