Regular Meeting

July 5, 2005

70.
Page 11

third discussion is in regard to tree trimming and franchise agreements.
Mr. Mihalkanin stated he has received some complaints regarding tree
trimming. He stated he feels it is unfair for a resident to pay for the
removal of a tree after it has died from being cut wrong. He asked Staff
to review the qualification of subcontractors who trim trees. Mr.
Thomaides stated trees should be cut during the day and in the presence of
the property owners. Bob Higgs, Director of Electric Utility, stated if
there is a loss of power and a tree needs to be cut, SMEU would prefer to
cut trees during the day, but the first priority is to get the utilities
reconnected. He also stated minimum cuts will be made during the night and
the workers will return the next day to finish trimming the tree and to
clean up the debris. Mr. Mihalkanin stated he feels there should be
language in the City's tree trimming contracts to allow the City to oversee
the subcontractors. He stated he also feels there would be a cost savings
if utility companies use the same tree trimming subcontractor the City
does. The Council agreed by consensus to have Staff talk to the
subcontractors about complaints and see what can be done to address the
concerns.

Mayor Narvaiz introduced a discussion regarding City Council direction on
future agenda items. The Council did not have direction on future agenda
items.

The meeting adjourned at 9:35 p.m. on motion made by Mr. Mihalkanin and
seconded by Mr. Guerrero.

~~

Mayor

/'

Daniel Guerrero
Council Member

..( .
J.lln Dlaz
Council Member

ZJ?ilJ~

hn Thomaides
Mayor Pro-Tern

Ed Mihalkanin
Council Member
