San Marcos Floodplain Management Plan: A Sustainable Future for Floodplain Management
Application for Flood Protection Study Grant

weight of these benefits will be considered in the overall evaluation of proposed
solutions.

26. The date(s) and description(s) of the most recent flood protection planning the
proposed planning area.
The following are the most recent flood protection planning efforts undertaken in the City
of San Marcos:

Camp, Dresser & McKee. Drainage Master Plan: City of San Marcos. August 11, 1994.
This study was prepared in order to address capacity and conveyance problems of
secondary storm drainage systems in the City of San Marcos, but was limited to these
secondary storm drainage systems.

Federal Emergency Management Agency. Flood Insurance Study. Hays County Texas
and Incorporated Areas. February 18, 1998. This is the currently effective study and
maps, which are out-of-date.

Federal Emergency Management Agency. Flood Insurance Study. Hays County Texas
and Incorporated Areas. DRAFf, October 2004. This is the draft DFIRM product and
study prepared under Map Modernization. This study does not reflect the most current
conditions, despite its current date.

27. A description of how the proposed planning will coordinate with other flood
protection plans or facilities in the planning area, surrounding regions, and the
State.
Other entities which have an interest in flood protection in the planning area have been
invited to participate in the effort. The City is fortunate to have the participation and
support of Hays County, the GBRA, and the BAA in the study. In order to avoid
duplication of efforts and resources, the City will continue its coordination with FEMA,
the Anny Corps of Engineers, NRCS, TCEQ, TxDoT and the Union Pacific Railroad at
the onset of the project, to identify any additional ongoing or proposed projects. As the
scope of work proposed will involve an analysis of potential upstream and downstream
impacts, any overlapping scopes of work will be coordinated with the respective Federal,
State, Local or non-governmental entity, to avoid duplication and cross-purpose
undertakings.

The adopted Region "L" Water Plan provides the guidance for coordinated water supply
strategies in the south central Texas planning region, which includes the City of San
Marcos, Hays County, GBRA and BAA. Table ES-3 lists the recommended strategies for
these entities in seeming future water supplies. One of the strategies listed for the City of
San Marcos is additional storage, which could take the form of a dual-purpose flood
protection and water supply reservoir, or an aquifer storage and recovery (ASR), project.
Recharge enhancement projects have also been evaluated by the BAA. Diversifying and
increasing the supply of water for the City of San Marcos has potential benefits for both
the City and the Edwards Aquifer Authority.

M:1acnve104P012 San Marcos MD.PlGrantApplic-SMa.t1tt!xhibft A, Page 16

December 16,2004
