<br />William H Espev. Jr. PhD, P.E. <br /> <br />In 2001, EC provided engineering services on the award winning Colorado River Flood Damage Evaluation <br />Project, co-sponsored by the LCRA and the USACE. EC, through the leadership of Dr. Espey as Deputy Project <br />Manager to the project, prepared flood frequency analyses of 16 stream gages located throughout the lower basin <br />using HEC-FF A, performed HEC-HM:S model calibration using NEXRAlN rainfall data, and performed unsteady <br />flow modeling using HEC-RAS. On a related project, EC was a member of the consultant team for the Onion <br />Creek Feasibility Study sponsored by the USACE, City of Austin, Travis County, City of Sunset Valley and <br />others. Subsequently, EC provides technical support to the City of SWlSet Valley on the project. <br /> <br />BC recently evaluated design storms (intensity, duration and distribution) for use in the Austin nean Water <br />Program (ACWP). The Austin Clean Water Program (ACWP) was created in November 2001 to comply with <br />the U.S. Environmental Protection Agency (EP A) issued Administrative Order (A.O.) to eliminate Sanitary Sewer <br />Overflows (SSOs) from the wastewater collection system. Many of the overflows are caused by surcharges on <br />the collection system that occur during wet weather conditions when nmoff inflows, or infiltrates, into manholes <br />and cracks in pipes. EC (Dr. Espey - Project Manager) reviewed recent rainfall data published by the USGS <br />(1998) for use in the project, and evaluated historical storm durations and distributions in order to make a design <br />storm recommendation to the ACWP Team. The recommendation ultimatelv included a 5-vear storm frequencY <br />and a 6-hour storm duration. The distribution of rainfall over the storm duration was also evaluated by comparing <br />standard distnbutions (e. g. SCS Type III, balanced, etc.) and regional historical distribution patterns in Texas. <br />Ultimately the US Annv Corps of Engineer's Standard Proiect Storm (SPS) distribution was recommended. The <br />hydrologic model used by the ACWP Team for this assignment is InfoWorks (also known as HydroWorks). Due <br />to the model's apparent sensitivity to the short time intervals and high rainfall intensities, it was also <br />recommended that the average IS-minute rainfall intensity be used as an average over the IS-minute period. <br /> <br />Dr. Espey has also served as professional consultant and advisor to numerous public agencies. He served on a <br />three-person committee to the Vicksburg Corps of Engineers, a member of the City of Austin's Chamber of <br />Commerce Water Resources Task Force, appointed by the U.S. Army Corps of Engineers (Chicago) to serve as <br />chairman of the First, Second, Third; Fourth and Fifth Lake Michigan Diversion Technical Connnittees. <br /> <br />Dr. Espey served as the Project Principal on the Cedar Park Master Drainage Plan project ITWDB e:rant <br />project). The project included a review of existing flood conditions, an evaluation of specific flooding areas and <br />the development of a master drainage plan of improvements to relieve City flooding. The study area included <br />four major watersheds: Blockhouse Creek. Buttercup Creek. Cluck Creek and Spanish Oak: Creek. <br /> <br />In addition, Dr. Espey served as Project Principal on the Woodcreek Master Drainage Plan - Flood Control <br />project (TWDB grant proiect). The project included development of hydrologic and hydraulic models in the <br />delineation of flood control alternatives. <br /> <br />Dr. Espey has been involved in various hydrologic instrumentation projects, with a background ranging from <br />estuary, lake, large and small watersheds, including extensive urban hydrologic experience. Instrumentation has <br />ranged from flow measurement devices (A VM), various recording systems, and supporting software combined <br />with a variety of telecommunications systems. He specifically was involved in the initial development of the <br />Austin flood warning system developed in response to the flood disaster of 1981 in Austin, Texas.
