Ajc?zlar Meeting July 19, 2005 Page 6 <br />TO IMPLEMENT AND ENFORCE THE STATE RULE FOR LOCALLY ENFORCED MOTOR <br />VEHICLE IDLING LIMITATIONS AS PART OF THE AUSTIN/ROUND ROCK MSA CLEAN <br />AIR ACTION PLAN FOR THE EARLY ACTION COMPACT. <br />Mr. Thomaides moved for adoption of the Resolution, and Mr. Diaz seconded <br />the motion. Mr. Taylor inquired whether large trucks with sleeping <br />quarters will continue to be allowed to idle while the driver is sleeping. <br />Bill Gill, CAPCOG, stated the Clean Air Action Plan has an exemption for <br />truck drivers who are governed by the mandatory rest hours. He stated <br />there are also exemptions for emergency vehicles. The Council then voted <br />unanimously for adoption of the Resolution. <br />Mayor Narvaiz introduced for consideration Item 23, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT FOR LEASE OF WATER <br />RIGHTS BETWEEN THE CITY OF SAN MARCOS AND THE CITY OF KYLE; <br />AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE <br />CITY; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Guerrero moved for adoption of the Resolution, and Mr. Taylor seconded <br />the motion. Mr. O'Leary stated the City of Kyle has requested this <br />Resolution be tabled indefinitely. Mr. Thomaides moved to table the <br />Resolution indefinitely, and Mr. Taylor seconded the motion, which passed <br />unanimously. <br />Mayor Narvaiz introduced for consideration Item 24, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A MEMORANDUM OF AGREEMENT BETWEEN THE CITY, TEXAS STATE <br />UNIVERSITY-SAN MARCOS AND THE CAPITAL AREA RURAL TRANSPORTATION SYSTEM <br />FOR THE DEVELOPMENT OF A PLAN FOR COORDINATED TRANSIT SERVICES; <br />AUTHORIZING THE CITY MANAGER TO EXECUTE THIS MEMORANDUM OF AGREEMENT <br />ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Guerrero moved for adoption of the Resolution, and Mr. Bose seconded <br />the motion. Mr. O'Leary stated on Tuesday, March 31, 2005, he met with <br />Mayor Narvaiz, Dr. Denise Trauth, President of Texas State University, Dave <br />Marsh of CARTS, Ed Collins, Director of Advanced Transportation Planning <br />with TxDOT and several transportation consultants, to discuss the potential <br />of a consolidated transit system for San Marcos. He stated all parties <br />agreed it would be beneficial to research operational, governance and <br />funding issues for potential integration of transit services for our <br />community.
