Mr. Mihalkanin thanked everyone for the education of <br />different ways to handle economic development. He stated the economic <br />development contract should be negotiated with the Economic Development <br />Council. Mr. Taylor thanked all three proponents for their RFPs. He <br />stated he feels this has been a learning experience, but feels the economic <br />development contract should be negotiated with the Economic Development <br />Council. Mr. Bose thanked all three proponents for their creativeness. He <br />stated he feels the economic development contract should be negotiated with <br />the Global Marketing Group. Mr. Thomaides thanked the three proponents for <br />their presentations of economic development in San Marcos. He stated he <br />feels the economic development contract should be negotiated with the <br />Economic Development Council. Mr. Diaz stated he feels the economic <br />development contract should be negotiated with the Economic Development <br />Council. He also stated he feels the City should be more actively involved <br />in the economic development contract. He stated he also feels there should <br />be changes in the contract. Mayor Narvaiz stated the consensus of the <br />Council is to negotiate the economic development contract with the Economic <br />Development Council. She stated she feels Global Marketing Group has set <br />the bar high for the Economic Development Council. She stated she also <br />feels the Economic Development Council contract needs to be strengthened. <br />Mr. O'Leary stated if Staff cannot reach agreement with the Economic <br />Development Council, then Staff will negotiate with Global Marketing Group. <br />The Council agreed by consensus to discuss the Economic Development Council <br />contract parameters during the Executive Session of the Regular Meeting <br />scheduled for August 16, 2005. <br /> <br />Mayor Narvaiz introduced a discussion regarding November 8, 2005 election <br />information and direction to Staff. Ms. Womack stated the Council is <br />scheduled to call for the Notice of Election on Tuesday, August 16, 2005. <br />She stated H.B. 1209 requires the local political subdivision to use the <br />County election precincts. She also stated H.B. 2309 requires early voting <br />to take place for at least 12 hours at a city's main early voting polling <br />place on two week days if the early voting period consists of six or more <br />weekdays. The Council agreed by consensus to have the 12 hours at the <br />City's main early voting polling place to be well published. <br /> <br />Mayor Narvaiz introduced a discussion regarding submission of Resolution(s) <br />to be considered by TML Resolutions Committee at the 2005 TML Conference <br />and direction to Staff. Mr. O'Leary stated the Council will need to adopt <br />any Resolutions they are interested in having considered at the Annual TML <br />Conference. Mayor Narvaiz stated she would like to send a do no harm to <br />cities Resolution. She stated she feels this Resolution should include <br />language to not have Cities collect taxes for the State. She stated this <br />Resolution should also include Cities not losing local control or unfunded <br />mandates. The Council agreed by consensus to bring this Resolution back at <br />the next Regular Meeting scheduled for August 16, 2005. Mr. Taylor stated <br />
