<br />149. <br /> <br />Regular Meeting <br /> <br />August 1, 2005 <br /> <br />Page 2 <br /> <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />received advice from the Bond Attorney and the Council provided direction. <br />He stated the Council also provided direction regarding the Assistant City <br />Attorney. He stated the Council received an update and provided direction <br />regarding the economic development service contract. <br /> <br />Mayor Narvaiz lead the Pledge of Allegiance. <br /> <br />Mayor Narvaiz introduced the 3D-Minute Citizen Comment. 1) Ed Davis <br />thanked the Council for their hard work. He stated the Animal Shelter has <br />overcrowding issues and he does not agree with how the City euthanizes <br />animals. He also stated San Diego has implemented a program called Trap <br />Neuter and Release (TNR). He encouraged the Council to provide more <br />funding to the Animal Shelter to implement a humane way to euthanize <br />animals. 2) Karen Cowen stated she agrees with Mr. Davis. She stated the <br />Animal Shelter annually adopts out 612 animals and euthanizes 2,188 <br />animals. She stated she feels the TNR is a better program. 3) Michael <br />Wayne stated he agrees with Karen Cowen. He stated he feels the Animal <br />Shelter should be a No Kill Shelter. 4) Elizabeth Berry stated San Antonio <br />kills an estimated 50,000 animals a year by carbon dioxide gas. She feels <br />using carbon dioxide gas is an inhumane way for animals to die. 5) Robbie <br />Wiley, San Marcos Area Board of Realtors, stated she wished to speak on <br />Item 24, a discussion regarding the Economic Development RFP and Interview <br />Proponents. She encouraged the Council to support the Chamber of Commerce. <br />7) Randolph Goodman stated he wished to speak on Item 24, a discussion <br />regarding the Economic Development RFP and Interview Proponents. He <br />encouraged the Council to support the Chamber of Commerce. 8) Fred Markham <br />stated he wished to speak on Item 24, a discussion regarding the Economic <br />Development RFP and Interview Proponents. He encouraged the Council to <br />support the Chamber of Commerce. 9) Paul Valdez stated he wished to speak <br />on Item 24, a discussion regarding the Economic Development RFP and <br />Interview Proponents. He encouraged the Council to support the Chamber of <br />Commerce. 10) Wayne Becak stated he wished to speak on Item 24, a <br />discussion regarding the Economic Development RFP and Interview Proponents. <br />He encouraged the Council to support the Chamber of Commerce. 11) Jeana <br />Fulfer, Chamber of Commerce President, stated he wished to speak on Item <br />24, a discussion regarding the Economic Development RFP and Interview <br />Proponents. She encouraged the Council to support the Chamber of Commerce. <br />12) Pam Couch stated he wished to speak on Item 24, a discussion regarding <br />the Economic Development RFP and Interview Proponents. She encouraged the <br />Council to support the Chamber of Commerce. 13) Bill Cunningham stated he <br />wished to speak on Item 24, a discussion regarding the Economic Development <br />RFP and Interview Proponents.
