procedures are adopted and incorporated by reference in this section, and a copy of • <br />them shall be maintained in the office of the Director. The rules and procedures shall <br />consider the quantity, quality, and means of disposal of industrial wastes and the <br />geographic, topographic and physical construction factors and treatment methods in <br />the waste collection and disposal systems and the beneficial uses of the water in these <br />systems or of the waters receiving the discharge and any other matter relevant to the <br />implementation of this division. Failure to comply with the rules and procedures is a <br />violation of this division, as set out in Section 86.131. <br />Sec. 86.116. General Discharge Restrictions <br />A. No person shall discharge or cause to be discharged any drainage water into sanitary <br />sewers if a storm sewer is available. An exception to this rule shall apply when there <br />is an existing facility erected in accordance with plans approved by the city prior to <br />the effective date of the ordinance from which this division derives, until required to <br />alleviate the condition by the city after reasonable notice and hearing. If a storm <br />sewer is not available, the drainage water may be discharged into the sanitary sewer <br />by an indirect connection with approval of the control authority. <br />B. Drainage water contaminated by pollutants controlled by this division shall not be <br />discharged, either directly or indirectly, into any storm sewer system or watercourse. <br />C. If, in the opinion of the control authority, the character of the sewage from any • <br />industrial user will damage the sewer system or cannot be treated satisfactorily in the <br />system, the city has the right to require user to dispose of the wastewater otherwise, <br />in accordance with all health regulations, and prevent it from entering the sewer <br />system. <br />D. No person shall discharge industrial waste, interceptor waste, or any other waste <br />determined by the control authority as not acceptable into the sewer system from a <br />vehicle, holding tank, tank truck, or other container used for transportation of <br />industrial waste. <br />E. No person shall directly or indirectly discharge or cause to be discharged any trucked <br />or hauled wastes neither at the wastewater plant nor at any point in the collection <br />system. The treatment plant will not accept any trucked or hauled wastes to be <br />discharged at any point in the treatment process. <br />F. No person shall discharge wastewater or industrial waste into a sewer appurtenance <br />intended for maintenance, including but not limited to a manhole or cleanout <br />connection or inspection port, without written permission from the control authority. <br />Sec. 86.117. Prohibited Discharge Standards <br />A. General Prohibitions. No User shall introduce or cause to be introduced into the <br />POTW any pollutant or wastewater which causes Pass Through or Interference. • <br />12 <br />
