C. The Control Authority may require any information from an Industrial User • <br />necessary to determine the characteristics of the User's wastewater discharge <br />prior to the commencement of discharge to the POTW. <br />D. New Industrial User discharge conditions are as follows: <br />1. The Industrial User shall consult with the Control Authority concerning the <br />types, concentration, and volumes of industrial waste proposed for discharge. <br />Conditional approval as to the general requirements must be obtained from the <br />Control Authority. <br />2. Where required by the Control Authority, the Industrial User shall modify or <br />eliminate wastes that are harmful to the structures, processes, or operation of the <br />sewer system. The Industrial User shall provide, at its expense, the preliminary <br />treatment or processing facilities determined necessary to render its wastes <br />acceptable for discharge to the sewer system. <br />3. Review of the conditions for new Industrial Users by the Control Authority <br />shall be obtained prior to the proposed discharge into the sewer system of any <br />wastes and waters having the following: <br />a. A five day 20 degree Celsius BOD greater than 200 mg /l; <br />b. TSS content greater than 200 mg /1; • <br />c. COD greater than 350 mg /1; or <br />d. Substances prohibited or limited by section 86.117 — 86.119. <br />E. Existing Industrial User discharge conditions are as follows: <br />1. At the discretion of the Control Authority, existing Industrial User permittees <br />may be required to meet the review conditions for new Industrial Users under <br />subsection D of this section. <br />2. Within a specified time limit following written notice by the Control <br />Authority, the Industrial User will submit a compliance plan that will achieve <br />acceptable discharge conditions. <br />3. If an acceptable plan has not been submitted within the specified time limit, <br />the Control Authority may prescribe a suitable compliance plan. <br />4. If the Industrial User fails to fulfill the conditions of the prescribed plan, it may <br />be found in violation of this division and subject to penalties and enforcement <br />actions as described in Section 86.131. <br />• <br />18 <br />
