The following abbreviations, when used in this <br />ordinance, shall have the designated meanings: <br />BOD — Biochemical Oxygen Demand <br />BMP — Best Management Practice <br />BMR — Baseline Monitoring Report <br />CFR — Code of Federal Regulations <br />CIU — Categorical Industrial User <br />COD — Chemical Oxygen Demand <br />EPA — U.S. Environmental Protection Agency <br />gpd — gallons per day <br />IU — Industrial User <br />mg /1— milligrams per liter <br />NPDES — National Pollutant Discharge Elimination System <br />POTW — Publicly Owned Treatment Works <br />RCRA — Resource Conservation and Recovery Act <br />SIU — Significant Industrial User <br />SNC — Significant Noncompliance <br />TSS — Total Suspended Solids <br />• U.S.C. — United States Code <br />See. 86.113. Definitions <br />Unless a provision explicitly states otherwise, the following terms and phrases, as <br />used in this ordinance, shall have the meanings hereinafter designated. <br />A. Abnormal industrial waste. Any industrial waste having a SS, COD, or BOD content <br />in excess of that found in normal waste, but which is otherwise acceptable into a <br />sanitary sewer under the terms of this division. <br />B. Act or "the Act." The FEDERAL WATER POLLUTION CONTROL ACT, also known as the <br />CLEAN WATER ACT, AS AMENDED, 33 U.S.C. SECTION 1251 ET SEQ. <br />C. Approval Authority. The chief administrative officer of the .Texas Commission on <br />Environmental Quality (TCEQ) or a duly authorized representative acting in his <br />behalf in a National Pollutant Discharge Elimination System ( NPDES) delegated state <br />with an approved state pretreatment program; otherwise the regional administrator of <br />the U.S. Environmental Protection Agency (EPA). <br />D.
