<br />200. <br /> <br />RESOLUTION NO. 200S-J.1l.R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS URGING THE TEXAS MUNICIPAL <br />LEAGUE TO OPPOSE STATE LEGISLATION THAT <br />WOULD DETRIMENTALLY AFFECT TEXAS CITIES; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />RECITALS: <br /> <br />1. WHEREAS, recent trends continue to indicate that the population of Texas is becoming <br />increasingly urbanized, and this increasing urbanization presents challenges to Texas cities in terms <br />of public safety, planning, transportation, utilities and other municipal services, and the revenues and <br />legal authority needed to provide these services; and <br /> <br />2. WHEREAS, Texas cities, to respond to these challenges in a prudent and responsible <br />manner, must have the legal authority to respond to the challenges effectively, and must not have <br />unfunded mandates imposed on them at the State level that drain local tax revenues; <br /> <br />3. WHEREAS, the Texas Municipal League has traditionally been the principal advocate for <br />the interests of Texas cities in the State Legislature, and the City Council wishes to seek the <br />assistance ofthe Texas Municipal League on behalf of all Texas cities to oppose any state legislation <br />that would detrimentally affect the ability of Texas cities to respond to the challenges facing them; <br />now, therefore, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />PART 1. The City of San Marcos urges the Texas Municipal League to work vigorously to <br />oppose and defeat any proposed State legislation that would detrimentally affect the ability ofT exas <br />cities to respond to the challenges facing them, especially legislation that would: <br /> <br />A. Create new obligations on the part of Texas cities without the necessary funding to carry out <br />the obligations; or <br /> <br />B. Limit or remove the rights of Texas cities to control land uses, businesses, development, or <br />environmental impacts that affect their lands or citizens; or <br />
