Trucks are also permitted to use the right lane on the lower level as well as the <br /> <br />2 leftmost lane on the lower level to perform a safe passing maneuver. <br /> <br />3 <br />4 Comment: Two commenters noted that congestion problems on 135 in this area were not caused <br /> <br /> <br />5 exclusively by trucks and were generally attributable to passenger vehicles. TMT A noted that <br /> <br /> <br />6 since trucks were not the main cause of congestion it was not reasonable to place a lane <br /> <br /> <br />7 restriction on this class of vehicles. <br /> <br />8 Response: The department agrees that all vehicles using 135 in the area of the proposed <br /> <br />9 restriction contribute to congestion. However, the department believes that the proposed <br /> <br />10 restriction will allow for increased safety as motorists limit lane changes in their attempt to move <br /> <br />11 around slower moving trucks. The department also notes that trucks accelerate more slowly than <br /> <br />2 passenger vehicles and that the proposed restriction should reduce speed variability in the far left <br />3 lane. <br />14 <br /> <br />15 Comment: Two commenters noted that enforcement of the proposed lane restriction will put <br /> <br />16 truck drivers, law enforcement personnel, and motorists at greater risk when large trucks are <br /> <br />17 pulled over for ticketing. <br />18 Response: The department has met with local law enforcement agencies as well as the Texas <br /> <br />19 Department of Public Safety. These agencies have indicated that there will be no difference or <br /> <br />20 increased risk in enforcing the proposed restriction than for any other traffic offense involving <br /> <br />21 trucks.
