<br />1 Response: The department met with the TMT A on the proposed restriction and also received <br /> <br />2 written comment from the association. <br /> <br />3 <br />4 Comment: One commenter reconunended that the lane restriction proposal be tabled for an <br />5 additional 18-24 months for further study. <br />6 Response: The proposed truck lane restriction has been studied by the department for over one <br /> <br />7 year. An engineering study has been performed to assess the traffic operations impacts of the <br /> <br />8 restriction and no detrimental impacts were identified. In addition, the department has met with <br /> <br />9 counties, municipalities, law enforcement agencies, and various other organizations regarding <br /> <br />10 the proposed restriction. Considering this and the demonstrated safety benefits associated with <br /> <br />11 the Houston truck lane restriction, the department believes there is no reason to delay <br /> <br />2 implementation. <br /> <br />3 <br />14 Comment: Three commenters noted that the proposed restriction is inconsistent with the <br /> <br />15 existing state law regarding "left lane for passing only". <br /> <br />16 Response: V ehic1es are only specifically restricted from using the left lane of a highway except <br /> <br />17 for passing when "left lane for passing only" signs are in place. In this regard, the department <br /> <br />18 believes that the proposed restrictions are not inconsistent with this type of signing or state law. <br /> <br />19 <br /> <br />20 Comment: Two commenters suggested that trucks should be restricted from using the rightmost <br /> <br />21 lane rather than the leftmost lane since ramp traffic merges into the right lane. <br /> <br /> <br />22 Response: The possibility of restricting trucks from the rightmost lane was examined and <br /> <br /> <br />~3 studied in the engineering assessment for the proposed restriction.
