ARTICLE 2. REGIONAL PLANS <br />San Marcos, Texas <br />ARTICLE 2. REGIONAL PLANS <br />2.1. INSTRUCTIONS <br />2.1.1. This Article governs the preparation of Regional Scale Plans ( "Regional <br />Plans ") that allocate Divisions. Regional Plans shall be comprised of Open <br />Divisions (0 -1, 0 -2) and Growth Divisions (G -1, G -3, G -4), balancing the <br />protection of nature and agriculture with the efficient provision of infrastruc- <br />ture and services. <br />2.1.2. For lands within the City of San Marcos / Region that have been mapped <br />pursuant to this Article, Sections 2.5 et seq. prescribe the Community Unit <br />types permitted in each Growth Division. Growth Divisions are intended <br />for development as Community Units defined in Article 3, which in turn are <br />comprised of Transect Zones, described and regulated in Article 5 and tables. <br />2.1.3. The Development Services Department and /or consultants under its super- <br />vision shall prepare Regional Plans for approval by the City Council. The <br />process for approval of Future Land Use Map Amendments under the LDC <br />shall apply to the approval of Regional Plans. <br />2.2. SEQUENCE OF DIVISION ASSIGNMENT <br />2.2.1. Determination of Division designations shall be made in the following se- <br />quence: <br />a. The areas to be designated Preserved Open Division (0 -1) shall be <br />mapped using the criteria listed in Section 2.3 and Table 2.1. The <br />perimeter of this Division is effectively the Rural Boundary Line, which <br />may be adjusted as Reserved (0 -2) Areas are moved into this Division <br />in accordance with this Code. <br />b. The areas to be designated Reserved Open Division (0 -2) shall be <br />mapped using the criteria listed under Section 2.4. The perimeter of this <br />Division is effectively the Urban Boundary Line that is to be adjusted <br />by the ongoing permitting of New Community Plans in accordance with <br />this Code. <br />c. The areas to be designated Infill Growth Divisions (G -4) shall be mapped <br />as described in Section 2.8. These areas may be redeveloped according <br />to Article 5 of this Code. <br />d. All remaining areas should be assigned to the Restricted Growth Division <br />and the Intended Growth Division using the criteria listed in Sections 2.5 <br />and 2.7 of this article. Within these Divisions, the Community Unit types <br />of CLD and TND shall be permitted to the extent set forth in Table 2.1. <br />2.2.1. Community Plan Areas should be designated within Divisions to activate the <br />use of this Code, in accordance with the City of San Marcos Comprehensive <br />Plan. <br />2.2.2. Within the three Growth Divisions, development according to the Existing <br />Local Codes remains as an option. <br />2.2.3.
