• <br />RESOLUTION 2011 - 52 R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS APPROVING THE SUBMISSION OF AN <br />APPLICATION TO THE TEXAS COMPTROLLER OF PUBLIC <br />ACCOUNTS AND THE STATE ENERGY CONSERVATION OFFICE <br />FOR A LOW INTEREST REVOLVING LOAN THROUGH THE <br />LOANSTAR PROGRAM FOR FUNDING ASSISTANCE TO PERFORM <br />BUILDING ENERGY EFFICIENCY AND RETROFIT ACTIVITIES; <br />AUTHORIZING THE CITY MANAGER TO ACT ON THE CITY'S <br />BEHALF WITH REGARD TO THE SUBMISSION OF THIS LOAN <br />APPLICATION AND THE EXECUTION OF ALL OTHER NECESSARY <br />DOCUMENTS RELATED TO THE LOANSTAR LOAN PROGRAM AND <br />DECLARING AN EFFECTIVE DATE. <br />RECITALS: <br />1. The Texas Comptroller of Public Accounts (the "Comptroller ") and the State <br />Energy Conservation Office ( "SECO ") announced its Notice of Loan Fund Availability <br />( "NOLFA ") and Request for Applications ( "RFA #BE -G3- 2011 ") for low interest revolving <br />. loans through the Texas LoanSTAR ( "LoanSTAR ") Program. <br />2. LoanSTAR revolving loans are available to eligible governmental entities seeking <br />assistance for projects involving the performance of building energy efficiency and retrofit <br />activities. <br />3. The City wishes to submit an application to the Comptroller for a low interest <br />revolving loan through the LoanSTAR Program in order to fund projects identified during the <br />City's recent detailed energy audit. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />PART 1. The submission of an application to the Comptroller and SECO for a <br />LoanSTAR Program loan is approved. <br />PART 2. The City Manager is authorized to act on the City's behalf with regard to <br />the submission of this loan application and the execution of all other necessary documents related <br />to the LoanSTAR loan program. <br />PART 3. This Resolution shall be in full force and effect immediately from <br />and after its passage. <br />• 1 of 2 <br />
