Mr. O'Leary stated the State Legislatur <br />recently adopted new standards for the local government developmen <br />application. He stated this new legislation established new timelines fo <br />reviewing application for completeness, and if the applicant is not <br />notified within a specific time frame regarding application deficiencies, <br />then the application is deemed complete. Mr. Taylor inquired how this <br />legislation will impact the citizens. Mr. Mark Taylor stated the Land <br />Development Code provides specific timelines for completeness review and <br />determination of deficiencies. He stated these timelines must be amended <br />to reflect the new State Legislation. He stated the timeline occurs when <br />the application is delivered to the Planning Department. The Council then <br />voted unanimously for approval of the Ordinance on first reading. <br /> <br />Mayor Narvaiz introduced for consideration a public hearing and approval of <br />an Ordinance on second reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />CHANGING THE NAME OF SMITH AVENUE, FROM ITS INTERSECTION WITH MOORE <br />STREET TO ITS INTERSECTION WITH RANCH ROAD 12, TO OSCAR SMITH STREET; <br />AND INCLUDING PROCEDURAL PROVISIONS. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing.
